Successful downtowns have lots of people living in them. They are neighbourhoods unto themselves. Those who travel downtown for work or are visitors are just gravy. It's good to see Windsor investing in its downtown. There was a time when it was an attractive arts and cultural hub, until there were a few decades of bad planning and community investment decisions. In June 2023, The California Department of Housing and Community Development (“HCD”) announced 18 jurisdictions to receive more than $33million as part of the first round of the Prohousing Incentive Pilot (“PIP”) Program funding. The HCD is determined to alleviate California’s housing crisis by making additional community development resources available to local governments with the Prohousing Designation. This award is paired with an impactful grant to create and conserve affordable housing. Northwest Neighborhoods, in partnership with developers Flaherty & Collins Properties, are working on a new project that will bring more affordable housing to Cleveland: the Depot On Detroit. Josh Jones Forbes, the marketing director for Northwest Neighborhoods, a nonprofit organization providing affordable housing and community development services to the Cudell, Detroit Shoreway and Edgewater neighborhoods, said a transit-forward affordable housing project is just what Cleveland needs.  “There’s a huge unmet need for affordable housing, the demand has far outstretched the supply,” Jones Forbes said. “More housing is good. More housing on a vacant site, next to transit, with affordable apartments, that’s about as good as it gets.” The building will add 60 units of income-based rental housing, available to individuals earning between 30–60% of the area median income, to the Cudell neighborhood. Thank you to the Urban Land Institute and Gretchen Sweeney for championing this document! I am thrilled to share that the work we accomplished over the past decade with North Shore Community Development Coalition in El Punto neighborhood of Salem is now a neighborhood revitalization case study at ULI. Reflecting on the journey with colleagues and friends at NSCDC, here are some lessons learned: -Start by establishing strong connections with the current community. Then, prioritize and align their needs and desires with the interests of other stakeholders, and anticipated market/regulatory trends, to create a common vision and a set of actionable goals. -Remember, a neighborhood or community is not an isolated entity; it exists within a broader context and history. Understanding this context and history is crucial for helping address systemic issues that hinder equitable revitalization efforts. -When it comes to real estate development projects, the guiding principle is to "hit multiple targets with a single arrow." Projects must equally emphasize improving quality of life both within and outside of the development. Promoting social life in the public realm is key! Casey Kleinhenz made some very valid points about the success of this project. Affordable housing is not accomplished by building low quality housing. This project was accomplished through a lot of work by community leadership, philanthropy, municipal support. You never see that work, or the capital that is deployed at lower returns to meet the community needs. Affordable housing doesn’t just happen by miracle, a lot of people work on it. I’m seeing that first hand. I’m getting ideas on how the industry can define a process for impacting design and construction costs. Trey Williams leads the Multi Family team at Buffalo Builders, LLC. If you seek to develop a multi family project, talk with him early in the process. He can work with your design team on cost options during design so that budget and materials and methods align from the beginning.
