The European Commission gathers 25 EOSC-related projects to align on the next steps for EOSC implementation
On 20-21 June 2024 in Brussels, the European Commission, represented by DG for Research and Innovation, DG for Communications Networks Content and Technology, and the European Research Executive Agency (REA), organised the 2024 annual Coordination meeting of #EOSC-related projects funded under #HorizonEurope.
Representatives of the 25 projects were informed about the status of development of the EOSC EU Node and the EOSC Federation. It was underscored that EOSC plays a pivotal role in establishing the European Digital #SingleMarket, in particular the creation of a European #KnowledgeCommons, as described in the Enrico Letta report.
The seven #INFRAEOSC projects launched in 2023 presented their objectives and work plans, and the concept of cross-project collaboration within the recently launched EOSC Opportunity Area Expert Groups was explained.

👉EU industrial policy moving into a new gear
👉Enlargement as EU-27 moves towards EU-30+
As the dust is settling following the BusinessEurope & EARTO by-invitation-only discussion earlier today on the next framework programme for research & innovation (FP10), these two items stand out to me.
Both areas carry substantial risks for R&I (could conceivably overwhelm all other political considerations), but also opportunities for the research & innovation community if the developments are guided properly.
Let us tackle the two one by one.
1️⃣ EU industrial policy and its impact on FP10: If it becomes about using FP10 for EU state subsidies to ‘pick winners’ (eg state subsidies to build battery factories and hydrogen plants on EU soil) then research and innovation will suffer. If it is about advancing the cutting edge in science & technology, and supporting the talent that achieves that, then it can be interesting.
2️⃣ EU enlargement and its impact on FP10: if it is about ensuring everyone (including all potential new EU member states) gets exactly the same amount of € from FP10, then research & innovation will be slowed down. If it is about ensuring level playing field and supporting and boosting excellence across the full continent — including though synergies where eg cohesion policy funding programmes targetedly support capacity building for R&I — then there is potential to greatly boost research & innovation and its continental impact.
In short, it is vital that research & innovation stakeholder organisations assume leadership in guiding these developments in a good direction, and doing it across the full R&I landscape (business, research & technology organisations, universities, etc) is the best way forward.
