A college graduation rate that falls below 50% and a limited number of professionals trained in computer sciences are two of the short fallings identified as part of a study that was recently commissioned by the Departamento de Desarrollo Económico y Comercio (DDEC). Now, with funding identified within the Financial Oversight and Management Board’s fiscal plan, DDEC has set an ambitious goal of changing the local educational landscape so that, within the next ten years, 50,000 professionals on the island can obtain the digital skills necessary for PR to become a top competitor within the field of computer science in the global market. Arnaldo Cruz, Director of Policy and Research at the Oversight Board, spoke with Humberto Mercader, Assistant Deputy Secretary for Strategic Initiatives at DDEC, about the 21st Century Techforce program, an initiative that seeks to boost digital skills among students in PR and the competitiveness of Puerto Ricans in the computer industry. The 21st Century Techforce program was developed with a $50 million fund included within PR's 2020 fiscal plan. That fund and its guidelines were created by the Oversight Board following an investigation conducted by the Policy and Research Department, which found that there is a gap between the needs of the local industry and the academic offerings of universities and educational providers on the island. Now the funds are being distributed through DDEC and PRopósito, the strategic framework for the economic development of Puerto Rico. “We identified very early on that jurisdictions that are succeeding in the world today focus on remaining competitive through the development of talent and investing in talent development. And not just any talent: the modern economy is investing in digital talent and computer skills,” said Mercader. “That’s when we, at DDEC, saw the fiscal plan and decided that the fund was the perfect opportunity to develop a meaningful project as part of a complete strategy for Puerto Rico.” The 21st Century Techforce initiative includes 3 programs that seek to increase the number of professionals with digital skills in Puerto Rico. The Stackable Credentials program allows college students to accumulate, or stack, credentials so that they can obtain one or more certificates, then, if they choose to continue their education, obtain an associate degree or a bachelor's degree. Another program, Short-Form Credentials, will bring new educational providers to Puerto Rico. This program is focused on creating shorter educational programs that do not necessarily lead to a degree, but that help to prepare professionals in the computer sciences field. The third program, K-12 Technology Light Houses, aims at creating schools that will set the bar when it comes to providing students with opportunities to enter careers in technology.
