I believe the progress England's schools have made in the last twenty years is an under told success story of global government and policy. It should be the ultimate public policy school case study in how to get things done, fast and well, in government. In the 2006 PISA tests, England was 27th for Maths, 25th for reading, and 16th for science. England is now 11th for maths, 13th for science - and top of the western world in primary school reading. One of the key architects of those reforms was long serving (by UK standards) Education Secretary Michael Gove - who retired from politics yesterday. I had the privilege to work with Michael on some of these reforms (twice) - he will go down as one of the most effective Cabinet Ministers in a western democracy of the past 25 years (he also passed reforms in Justice, Agriculture and Housing, as well as navigating the UK through Brexit). Michael showed that by ignoring fads and fashion - but instead looking at real expertise and evidence and crucially with a self sacrificing moral commitment that better education can change an individual's life chances and a country's future - you can make major impact in government. Some depressing reading in this new #openAccess article from Martin Crotty, "Addressing the decline of academic history in Australia" in History Australia: "Universities have expanded enormously since the Dawkins reforms. Enrolments have roughly tripled, total academic staff have almost doubled, and continuing staff have increased by about 50 per cent. History has not only failed to share in this growth, but has declined. We have gone backwards in both relative and absolute terms. Developing HE provision in ‘cold spots’ to support economic growth A timely collection of essays by prominent thinkers across various sectors highlights the economic and social advantages that universities bring to their local communities, including Peterborough. Our essay proposes a set of recommendations for the new government: ✅ Commission an independent review of economic and social returns on investment by English universities within their regions. ✅ Establish a standardised methodology for ongoing measurement of the impact of universities on their region. ✅ Create a strategic development fund to support regionally led business cases for new higher-education providers. ✅ Review processes for allocating public funds, emphasising social value for money in spending proposals. ✅ Decentralise elements of higher education policy and funding mechanisms to regional levels. Support universities to create formal partnerships with local authorities and other providers to stimulate economic growth. ✅ Integrate requirements for addressing higher-education cold spots in future devolution deals. The outcome of the MAC Review is resounding: the graduate route is effective, displays no evidence of deliberate abuse and should stay in place in its current form.    Whilst international students are often used as a popular political football, it is welcoming to see the MAC recognise the tangible and significant economic and social benefits international students bring to the UK.   Vital to our higher education institutions, they play an important role in supporting regional economies,  and in promoting inward investment, as outlined in International Higher Education Commission's recent submission to the MAC Review.   We recognise the ongoing efforts to strengthen oversight of agent practices and will be supporting any initiatives beyond the BUILA Agent Quality Framework, which we are signatories to.   It is now incumbent on the government to heed the advice from the MAC Review and retain the graduate route in place in its current form. #intled #weareinternational #macreview #keepgraduaterouteUK #highered Oxford International Education Group International Higher Education Commission (IHEC) David Pilsbury Rt Hon Chris Skidmore Lord Iain McNicol Lord Ed Vaizey Amy Baker Jeffrey Williams Bobby Mehta https://lnkd.in/gmqe5UtP
