The U.S. Department of Labor has released a proposed rule to protect millions of workers from the significant health risks of extreme heat. Under the proposed rule, employers would be required to identify heat hazards, develop emergency response plans related to heat illness, and train employees and supervisors on the signs and symptoms of such illnesses. They would also have to establish rest breaks, provide shade and water, and heat acclimatization for new workers. Every worker has the right to come home healthy and safe at the end of the day. Today, we're taking steps to make that a reality. We are proposing stronger standards to protect outdoor AND indoor workers from heat illness across the country. As temperatures rise, workers need water breaks, they need appropriate break areas, and they need to know that they won’t face retaliation if they need to take a break. These are common sense protections that we can all get behind, workers and employers alike. The threat of extreme heat is not going anywhere. This administration knows that workers need protections in place NOW to ensure that they are treated with dignity to prevent heat illness. Work activities can be adjusted to reduce exposure to daily heat peaks or seasonal heat concerns (eg early starts to avoid the hottest hours of the day). The application of basic occupational health principles, such as supplying drinking water, work-rest regimes and the training of workers and supervisors, is essential. In addition, providing shade; acclimatisation programmes; developing a system to monitor for signs of heat related injury; rescheduling non-essential work; closely monitoring workers’ vital signs; and strictly enforcing work/rest cycles are effective in reducing physiological workload/strain and hence heat related injury.

Heat at work: Implications for safety and health Heat stress is having serious impacts on the safety and health of workers, as they are exposed to higher daily temperatures as well as more frequent and severe heatwaves. This report includes an analysis of national legislation to address heat stress from 21 countries across the world, identifying common provisions for workplace level measures.
