CAIDP EUROPE applauds the action of the Italian Competition Authority ✅ rapid action, when the action of some data protection authorities (DPA) could be obstructed by lack of jurisdiction (Meta Platforms incorporated in Ireland so lead supervisory authority would be the Irish DPA and not the Italian one) and coordination among DPAs could take time ✅ effective sanction 🔑 Any resemblance with the rationale of the EU Digital Market Act (DMA) may or may not be fortuitous. The DMA aims to ensure that large online platforms behave in a fair way online and leave room for contestability. I have had the opportunity of talking bilaterally to colleagues from other organizations working on child safety in the digital space. One thing that stands out is that; we are all trying to figure out how to protect children online. The rate of violence is at such a staggering scale, and even worse, data on this specific emergency is either still clumsy, or not available. Particularly, for regions that are digitally divided. The 2024 SCF offers an opportunity for Stakeholders to reimagine innovations around prevention than just "cure" to make the space safer for children. This is a really important, accessible and succinct policy brief which I thoroughly recommend: "Responsible AI and Children: Insights, Implications, and Best Practices." Figuring out how AI (generative and otherwise) can and should creatively, productively, safely and ethically be part of children's lives is vital right now, and this is an excellent roadmap in terms of what we need to consider in that space. Kudos to authors Sara Grimes, Alissa Antle, Valerie Steeves and Natalie Coulter!

The EU executive has sent the platforms two sets of requests, one urgent about elections and #deepfakes, and another less urgent on broader generative AI issues. “As part of one of the probes, Brussels has asked social media networks including Facebook, Snapchat, #TikTok, #YouTube, X and #Instagram, as well as search giants Google and Bing, about how they are dealing with potentially harmful artificial intelligence-generated content like deepfake videos — especially related to the European Union’s upcoming elections. #Propoganda was a positive word until it wasn't (with historical reasons). Right now, we do not have the ability to find out what is #propoganda and what is real in relation to harms caused by tech companies and #AI. Few understand how poorly funded academia is, and how dependent on financial input from tech companies. I personally have worked for universities that would not publish research critical of tech. Monique Mann and @Jake Goldenfein have written about following the money in this excellent piece: https://lnkd.in/gM6GKPbT Anja K. and I have written about who decides who decides with Carnegie Council for Ethics in International Affairs here: https://lnkd.in/gSbE-JS8 Tech companies are more powerful than many States, and the powerful States are beholden to tech. Microsoft now has an office at the UN in Geneva - a member State organisation. Money is driving the conversations, the research and outcomes that do not serve all of us, or even many of us. Great callout Jean Burgess. We need more work like this, and more accountability. Not just in research, but in diplomacy, standards, regulation and power itself.
If we are to understand the role and impact of the major platforms on society we need to be able to independently observe and analyse what they do, as well as how different people and communities experience them in real world contexts. Self-regulation and industry-driven data access arrangements, while important, will never be enough, and can draw resources and attention away from the ongoing challenge of enabling research funding and infrastructure for this independent effort. This excellent piece from my QUT Digital Media Research Centre and ARC Centre of Excellence for Automated Decision-Making and Society colleague Timothy Graham reflects on a related recent controversy concerning Meta.
