It is clear that putting two species together where one can cause stress or harm to another is not permitted. In fact its a criminal offence to knowingly allow it to happen.
In Agriculture if your Bull kills a Ewe, you'd face charges under the Animal Welfare Act 2006.
An animal is a “protected animal” for the purposes of this Act if—
(a)it is of a kind which is commonly domesticated in the British Islands,
(b)it is under the control of man whether on a permanent or temporary basis, or
(c)it is not living in a wild state.
In a Zoo, the public pay to see them, a Zoo Licence is issued by Councils and Veterinaries, ensuring welfare and standards.
On a Farm, food standards, the food industry, the press and the public keep an easy land based watch.
However in a net beneath the waves, its not so easy.
