In 2021, the #AspenLatinos program at The Aspen Institute launched the City Action Lab as a market-making endeavor to accelerate community wealth-building. A research initiative that came out of the City Action Lab was the development of a Procurement Playbook in partnership with Drexel University Nowak Metro Finance Lab. The playbook was implemented in San Antonio and El Paso to drive systems change in the public procurement landscape and accelerate the growth of minority-owned businesses. These playbooks augmented the depth of understanding of the field among local decision-makers and equipped them with policy tools for transformative policy and institutional interventions. The latest IHE/Hanover survey of higher education CBOs provides some interesting findings. Notably, 78% of private nonprofit CBOs are optimistic about their institution's prospects over the next three years, yet only 49% anticipate reporting a positive financial margin next year. Considering their reliance on increased enrollment and improved net tuition revenue as primary growth drivers, this raises a question about potential over-optimism within the response group.
