For the past 3 years we have had the privilege of providing Health and Safety support to the GIQ Programme at Callaghan Innovation, a work programme established to address immediate health and safety concerns and to prepare the 10Ha Gracefield Innovation Quarter (GIQ) with foundations for future development to become a world class innovation precinct.
Our initial engagement commenced with a review of current procedures and practices followed by the establishment of a Health and Safety Plan and Strategy towards improvement. Since that time, we have been providing ongoing services in relation to contractor management including prequalification of Contractors, development and review of site-specific safety plans and Task Analysis documents, incident investigation on behalf of the client, regular audit and monitoring of projects and reporting to the client on health and safety performance. Plus, general advisory and support.
We were lucky to work with a client who drove Health and Safety from the top, a critical success factor. Collectively, we achieved:
· With 390,000 contractor hours onsite from over 1500 contractors - no injuries to staff or tenants during the entire programme and very low incident rates overall (great reporting stats though)!
· Introduction of a Learning Teams Approach to incident investigations – this allowed us to share our knowledge and insights with the subcontracting chain, upskilling them along the way and leading to better visibility and improved outcomes for both the client and the contracting chain;
· Established an Overlapping Duties forum which allowed us to ensure effective collaboration between contractors, tenants, staff and the organisation (the three C’s ticked); and effective sharing of critical risk information between PCBU’s;
· Provided clear definition of Due Diligence obligations and what this looked like practically for ELT (we took the guess work out).
Overall, our work has resulted in an informed and engaged Executive Leadership team, clear expectations for both upstream and downstream PCBU’s, an engaged and collaborative consortium of Contractors and an embedded safety culture within the delivery team. These successes reflect the proactive measures that have been in place from the programme conception, and I think we can call this a successful collaboration.

Those that know me or have looked at my post history know that I am not really one for constantly posting on social media or plugging a company or causes as I would rather stay in the shadows and just get shit done. So, this is a bit novel for me, but I feel something needs to be said, and please bear with me as I am not the cunning linguist like most of you out there. Last Thursday, 27th June, was my last day of the soon to end Callaghan Innovation GIQ Programme. A 5-year Programme of work to address immediate health and safety concerns and to prepare the 10Ha Gracefield Innovation Quarter (GIQ) with foundations for future development to become a world class innovation precinct.
This vision from a 2019 pre pandemic world would be a lot harder to achieve in reality than anyone anticipated. But achieve we did as it became a tale of numbers. $100M+ spent onsite, over 390,000 contractor hours onsite from over 1500 contractors, over 6000m2 of end of life buildings demolished, just under 3000m2 of new fit for purpose buildings constructed and another 2500m2 of work areas refurbished, over 10km of underground infrastructure installed and just over 1Ha of roading replaced. All while keeping over 200 laboratories operational. The GIQ Programme delivered on time and on budget through a global pandemic.
But to me the most important number to come out of the Programme is 0. No staff or tenants at GIQ were injured during these capital works. And all of our contractors have gone home at the end of each day. It is this that I am truly grateful for.
So, a big thank you goes out to all those contractors that have worked on this Programme. To the over 100 consultants whose endless hours have input into the GIQ we are extremely appreciative. To the over 300 staff and tenants at GIQ who have patiently put up with me blocking roads or driving diggers past your sensitive equipment thank you and please keep doing that crazy mahi you do. And lastly to our collective team (over 70 all up from the outset)… These successes are yours. Words cannot express the thanks that go out to you all.
On a personal note my thanks go out to Hayden Whelan (Ngāi Tūhoe) and to Karen Skinner. Thank you for the trust and sheltering us to allow us to get shit done.
