A troubling trend - state DOT's taking Carbon Reduction Funds, and Reconnecting Communities dollars in order to bolster the financing of their highway expansion plans. Highway expansion is bad enough from a climate, health, and economic viewpoint, but it is particularly galling to see the purposes of these grant programs subverted and good projects therefore going without dollars. Land Use policy is the critical framework in which resilience and equity in real estate is realized. In California, no one knows their stuff as well as my good friend and business partner Meea Kang. We kicked off our second week of the UC Berkeley College of Environmental Design MREDD course with a primer on how land use and transportation policy are intertwined forces shaping our cities and how real estate industry is survived. We explored how racial biases, economic allocations and climate aspirations continue to evolve. We examined the throughlines that connect historical red-lining to the anti-apartment rhetoric present in today's local land use policy and RHNA Exercise; and how the economic realities that hampered Enhanced Infrastructure Finance Districts (EIFDs) have given rise to the Reinvestment in Infrastructure for a Sustainable and Equitable California (RISE) districts.
