Recently, ARI’s Co-Founder and Executive Director, Jamie Wright, graduated Delta Regional Authority’s Delta Leadership Institute in Jackson, MS. DLI Fellows represent each of the eight DRA states and are selected by the eight governors and the federal co-chairman from a competitive pool representing the public and private sectors. During the nine-month program, fellows attend six sessions held in different locations across the region and focus on areas such as transportation, infrastructure, government relations, and regional collaboration. The 2024 Class began last October in New Orleans, LA, with sessions in Little Rock, AR, Baton Rouge, LA, Carbondale, IL, Cape Girardeau, MO, and Jackson, MS. "DLI has been one of the greatest experiences both professionally and personally. To be among this group of servant leaders was humbling. Each of these interim deputy administrators- none of whom were mandated by the charter revision- gets a 6 month severance payment, or $209,000 each, if they work 6-12 months in their temporary positions. No one in the public or private sector gets such lush benefits. My concern lies in the fiscal irresponsibility inherent in awarding lavish severance packages, amounting to a staggering $1.3 million, to temporary employees whose impact on city services is destined to be short-lived. Severance should be reserved for extraordinary situations, not handed out routinely. Six months severance after possibly 6 months of work is way out of bounds for both private and public sectors. Providing lush severance packages on the taxpayers' dime is a slap in the face to the hardworking people of Portland. It sends the wrong message: that public servants can expect cushy safety nets even when their tenure is temporary. That money could be better spent addressing urgent needs like public safety and transportation, which are currently struggling to identify adequate funding.
Today, the City of Portland announced their six deputy city administrators and a city administrator. This leadership team will help prepare for the City's full transition to a mayor-council form of government on Jan. 1, 2025. Based on the needs of the service areas, some leadership team members may be starting their new role prior to July 1. The leadership team will focus on developing the new service areas, advancing citywide priorities, and leading the organization into the updated form of government in partnership with council. These six deputies and the assistant city administrator will oversee service areas and report up to the city administrator. The weaknesses of UK government capacity are shown every week by inquiries into big failures (Grenfell, COVID, Horizon) as well as a host of smaller failures. Here I suggest why and how to rebuild the UK public service skills system. The new government talks a lot about fixing the foundations. This is one of the vital foundations that needs to be fixed. In the paper I show how this could be done with a new College of Public Service Leadership, networked across the UK, mixing face to face and online, and with a curriculum fitted to the big challenges of the 2020s.
