Does anyone know why we are spending public resources (money, staff, time) on a comprehensive evaluation of the EU legislative framework on tobacco control? What exactly is not crystal clear, based on existing evidence? In addition to the issue of DYSFUNCTIONALITY as the members of a DECISION MAKING BODY increase to CRITICAL MAKE DECISION, there also an issue of RETAINING POWER POSITION through paying whatever sacrifices it deserves to ensure the benefits of power position is utilized on a sustainable basis. Thus, VETO POWER is not secured through the concept of AFFERMITIVE ACTION rather it is SNATCHED via MERIT (which having POWER to squash the opposing or contradictory forces to CLAIM that is worthy for someone) as the contemporary human societies stipulated such practices in the existing INTERNATIONAL NORM. The Highest position, or benefit or etc is only obtainable if one is powerful, not if nobody grants as a blessing through ethical or moral imperatives.
