Executive Director of Facilities Operations

Reporting to the Assistant Vice President for Facilities and Capital Planning, the Executive Director of Facilities provides leadership and technical expertise to the facilities operations team consisting of facility managers, licensed trades, general maintenance, custodial services, grounds maintenance, central boiler plant operations, energy management, work control administration and environmental health & safety.

The campus has 21 buildings, including 5 residence halls, totaling 1.6 million square feet on 80 acres and has a significant deferred maintenance backlog. New funding has been allocated to assist with the operational and capital needs. The university is an emerging Hispanic Serving Institution (HSI) / Minority Serving Institution (MSI) and values people from a variety of backgrounds.

  • Provides leadership to ensure that the University’s buildings and grounds support student success and present an appealing look to prospective students and visitors.
  • Prepares and manages annual operating budgets for all campus buildings and grounds, including leased facilities.
  • Manages a department with over 100 union staff.
  • Provides direct supervision to key leaders responsible for facilities maintenance, custodial and office operations, grounds, and environmental health and safety.
  • Ensures timely and clear communication to the campus community when facilities-related work will disrupt classes or other campus operations.
  • Develops positive relationships with student leadership, faculty and campus departments to create opportunities for communication and customer feedback on facilities services. Administers grievance processes with guidance from human resources.
  • Together with direct reporting managers, provides technical expertise to facilities operations including HVAC, electrical, plumbing, carpentry, custodial and grounds care functions and operation of a central heating and cooling plant
    • Coordinates maintenance of residence halls with the Massachusetts State College Business Authority.
    • Ensures the effective operation of the work control system for administration of routine work orders and preventive maintenance work orders.
    • Oversees the operations of the campus building management system to ensure effective and efficient use of energy.
  • Develops emergency response teams and protocols to respond 24/7 to campus emergencies.
  • Supervises the environmental health & safety function to ensure compliance with federal, state and local occupational health, safety, environmental and ADA regulations and guidelines.
  • Develops a preventive maintenance plan and process to ensure buildings and building systems are maintained to maximize asset life.
  • Develops and implements annual training plans to ensure safety compliance and to add to staff development.
  • Provides technical guidance related to critical maintenance projects in the state 5-year project plan and for university capital projects.

Required Qualifications

  • A bachelor’s degree in engineering, architecture, facilities management or business
  • A minimum of ten years experience in a senior management role in facilities management preferably in a higher education setting
  • Experience supervising in a unionized environment
  • Extensive experience managing facilities operating budgets


Preferred Qualifications

  • Certified Educational Facilities Professional
  • Proficiency using Microsoft office applications, notably Excel, Word, and Powerpoint
  • Excellent verbal and written communications skills

This is a hybrid position with many on-site, in-person responsibilities in Salem, MA.
