JOB DESCRIPTION

Responsible for leadership, coordination, and implementation of educational services, including curriculum development, teaching and learning support, program evaluation, categorical programs, English Learner support, Local Control and Accountability Program (LCAP), education technology, new teacher induction and support, and instructional media services.

Job Relationships

Reports to the Superintendent and is a member of the Superintendent’s Cabinet

Essential Functions

  • Evaluate the effectiveness of District-wide educational programs and make recommendations for continuous improvement.
  • Evaluate student achievement data and make recommendations for program improvement.
  • Work with District leadership and the Governing Board on the development and implementation of the Strategic Plan and the Local Control and Accountability Program (LCAP).
  • Provide leadership regarding the planning and implementation of professional development in all curricular areas, curriculum monitoring, student achievement data analysis, and delivery of effective instructional strategies.
  • Lead all district efforts to implement distance learning, educational technology, online instruction, and instructional media services.
  • Provide leadership and supervision of school plan preparation, implementation, and evaluation to ensure compliance with state, federal, and District guidelines.
  • Oversee the review and selection of District-adopted textbooks and instructional materials.
  • Prepare information and agenda items to keep the Governing Board apprised of the District’s educational programs.
  • Researches the most current leadership and instructional practices and pending legislation for the purpose of supporting improved student achievement in all curricula, anticipating future areas or trends needing to be addressed, and developing strategies to ensure quality implementation.
  • Facilitates analyses of school and district data that address beliefs and practices for the purpose of determining the degree to which all students are provided equitable access with an emphasis on underrepresented student groups; assists in designing action plans to address findings.
  • Analyzes and interprets test scores and/or appropriate data and recommends instructional strategies and/or techniques needed to improve academic achievement.
  • Assists administrative, supervisory, and school-based personnel in implementing instructional programs, monitoring curricula, and identifying instructional materials.
  • Represents the district at school, business, and community meetings during business hours and nonstandard business hours. Attends local, regional, and state meetings as a representative of the district.
  • Chair District-level committees as assigned.
  • Serve as the District’s Title IX Coordinator.
  • Develop and implement a new teacher induction program and ensure that new teachers are on-boarded to effectively deliver district curriculum and technology practices with expected proficiency, standards of practice, and quality.
  • Communicate with parents/guardians, parent and community groups, and employee groups regarding District programs, educational issues, and concerns.
  • Serve as District liaison to East County and San Diego County curriculum and/or instruction committees.
  • Prepare and monitor budgets within the Educational Services Department. Support schools in developing site budgets and allocating resources aligned with district plans and goals.
  • Perform all other related duties as assigned by the Superintendent.

Qualification Standards

Ability – Above-average recommendations from administrative supervisors or other professionals who have observed the candidate's personal characteristics, scholastic attainment, performance, and ability to communicate effectively.

Experience

Minimum of ten years ’ experience in a public school setting, with at least four years of progressively responsible management experience. Principal experience preferred.

Knowledge Of

  • Oral and written English communication skills.
  • Interpersonal skills using tact, patience, and courtesy.

Ability To

  • Establish and maintain cooperative and effective working relationships with others.
  • Work with a significant diversity of individuals and/or groups.
  • Maintain confidentiality and use discretion.

Education/Credentials

  • Bachelor’s degree, including all courses to meet credential requirements
  • Teaching credential as established by the state and local governing boards
  • Appropriate Master’s degree
  • Tier 1 Administrative Services credential

Licenses And Other Requirements

Valid California Class C driver’s license and current auto insurance

Indoor and outdoor work environment.

Physical Demands

  • Hearing and speaking to exchange information and make presentations. Lifting books, materials, and equipment to execute lessons and presentations.
  • Seeing to read, prepare, and review a variety of activities and to monitor student activities. Sitting or standing for extended periods of time.
  • Walking extended lengths to move around campus and community.

Hazards

Potential exposure to communicable diseases and contact with blood and other body fluids.
