Proper safety training for workers is an absolute must! Oftentimes, I have seen employers conduct training at the onset of a workers employment and check the box as "trained". For instance, a great example of where most fall short is, Lockout Tagout. Many times, employers fall short of this, due to the complexity of each machine. OSHA requires that each machine shall have specific procedures to properly carry out LOTO. This is due to the fact the each machine may have several forms of hazardous energy, LOTO points, etc.. Moreover, these " machine specific procedures" need to be documented. This is why LOTO, historically, has always landed in OSHAs top 10 most frequently sited violation/citations.

A proper risk assessment, and I emphasize the word "proper" is the crux of carrying out your work safely. The risk assessment should be carried out by a competent/qualified worker, and should be a documented process. The risk assessment process can, and should be applied to each and every process. From trenching and excavations, work from heights, overhead cranes, energized electrical, the list is endless. However, the fundamentals of the risk assessment process are nearly the same. Identify the hazards, judge/assess the risk and likelihood (how bad can it get, and how likely is it that someone could get hurt), implement proper controls to reduce the risk's to an acceptable level, or eliminate the risk all together. Again, document!

I would like to start a conversation relating to NFPA 70 E, article 110.3. Electrical Safety Program, and why this is so very important for both employees and employers. First off, above any and all arguments over the compliance aspect, the ESP is, or should be, where all of the "meat and potatoes" are. Its a place where employees can go to reference what they need to know in order to perform their job safely. It is a written program that lives within the organizations formal policies and procedures. For the employer, its a system of checks and balances. A way to measure the safety climate (electrical safety) of the organization. Training, auditing, and enforcement. The trifecta of the written ESP. What say everyone else?
