This week, Century Villages at Cabrillo welcomed leaders from the Los Angeles County Affordable Housing Solutions Agency (LACAHSA), United Way of Greater Los Angeles, and the Homelessness Policy Research Institute for the release of a new report highlighting how public investment in housing—like Measure A—can reduce homelessness. Villages resident Jamies Shuford - Skidrow Advocacy Group Inc. shared his inspiring story: "Century Villages provides a safe place to call home and fosters connection between neighbors. Together, we combat the isolation of homelessness and return dignity to people who have lived on the edge for far too long." Today, the U.S. Department of Housing and Urban Development announced $1.5 million in Housing #MobilityRelated Services #Planning awards to 25 Public Housing Agencies (#PHAs) across 14 states. These funds enable PHAs to implement programs in their communities that help families using Housing Choice Vouchers (#HCV) find housing in better-resourced opportunity neighborhoods. The program is based on HUD's Community Choice Demonstration program, which builds upon recent research showing that growing up in neighborhoods with lower poverty levels improves children's academic achievement, long-term success, and reduces intergenerational poverty. Studies have shown that children who move to low-poverty neighborhoods experience lower rates of hospitalizations, reduced hospital spending, and some improvements in mental health over the long term. Additionally, adults who move to low-poverty neighborhoods see reductions in obesity and diabetes. (2/5: Home retrofits in #Budget2024) In the Retrofit Reset brief (see link below), the Affordability Action Council recommended that the federal government launch a new program to offer free and turnkey retrofits for low-income households, while generating savings for renters by allowing private landlords with smaller, affordable buildings to access the program and requiring them to sign agreements to maintain or improve affordability.  #Budget2024 announced more details on the Canada Greener Homes Affordability Program, which received $800 million over 5 years, starting in 2025-26. This program will support direct installations of energy retrofits for low- to median-income households, and it will be co-delivered with provincial and territorial partners. The Canada Greener Homes Affordability Program is accompanied by two other retrofit-related spending announcements: $73.5 million to improve energy efficiency tools for building owners and $30 million to continue developing a national approach to home energy labelling. These measures are promising because they will enable renters and homebuyers to consider energy costs in their long-term home affordability picture. The funding allocated to these measures is significantly less than the amounts previously allocated to Greener Homes programs yet is more targeted to low and median-income households.

The Steering Committee of the 10 Year Roadmap for Public Housing Sustainability, a broad-based coalition of experts in housing, finance, development, and cross-sector approaches organized to advocate for a sustainable future for public housing, has unanimously endorsed an innovative methodology for estimating the baseline hard construction costs to modernize the nation’s public housing portfolio. The adoption of the methodology is the first step in the Roadmap plan to harness increased and targeted public and private investments to preserve and revitalize public housing, making it sustainable for the future. The Cascadia Innovation Corridor Conference recently concluded with a significant discussion featuring Oregon Governor Tina Kotek focusing on housing policy, initiatives, and incentives within the state. Governor Kotek highlighted the impact of workforce depletion in construction trades on housing development, particularly in rural Oregon. In response to this challenge, Blanchet House & Farm is developing a workforce training program connected to our wood shop at Blanchet Farm in rural Yamhill County. Additionally, there are plans to establish a welding training lab at the Farm to equip residents with the necessary skills for good-paying jobs in the trades.
