"Possum Point Team - Alan Smith, Tom Smith and Jenny Boeder: This team was nominated for their work and dedication on the closure of the coal ash ponds at Dominion Virginia Power’s Possum Point facility, which they spent countless hours and worked on for more than a year. This significant environmental matter involves many concerned citizens and advocates. The team provided assistance and guidance to many groups including citizens, the Board of County Supervisors and County staff, Dominion Virginia Power, Virginia Department of Environmental Quality and the General Assembly.
The team also worked closely with citizens, particularly the residents living near Possum Point. This is a contentious issue, but the team listened and addressed concerns, then provided honest and sincere answers, and even coordinated well testing for two of the residences.
The team also worked with Dominion, providing input and recommendations for the draft solid waste permit for the proposed closure and disposal of coal ash. The team worked with outside subject matter experts to draft proposed comments for the Board to submit to DEQ that were well researched, concise, substantive and reasonable. In addition, the team advised the County’s legislative affairs director and outside legislative team regarding coal ash legislation during the 2017 General Assembly session. Their assistance was critical to the County’s advocacy, which resulted in successful amendments to SB1398. The team was also critical to the County’s successful negotiation of the settlement agreement regarding the DEQ Virginia Pollutant Discharge Elimination System permit, which contains the requirements for water discharge.
The Possum Point Team provided a stellar level of service to the County, serving the Board in a complex and environmentally sensitive matter. For all of their hard work, this team has been selected for a County Executive Award."

Jenny is credited with revitalizing and expanding participation in the EMS Council and organizing subcommittees to make the council more effective. The County's revised Environmental Policy Statement, approved by the Board, is the product of one of these committees. She uses her expertise and time to provide training and outreach programs to educate employees and citizens on properly handling and managing chemicals, old electronics, fluorescent bulbs, batteries and other potentially harmful materials, all while helping departments find less toxic, more environmentally friendly products. She also identified the need to update and create specific storm water and spill plans for various departments, and mitigated County risks by inventorying storage tanks across the organization for insurance purposes. For all these reasons and her unending commitment to excellence, she is truly deserving of the County Executive Award."
