    Thesis Title: The Identification and Pursuit of Intelligence Requirements at the United States Department of State

    The Master of Science of Strategic Intelligence covers the entire U.S. Intelligence Community and its mission, the environment in which it must function, and the potential adversaries it may deal with now and in the future. The program also focuses on the intelligence required to support the National Security Strategy and component strategies. The National Intelligence University, through the MSSI program, brings together students from across the entire Intelligence Community, including its military elements. By studying with and about each other’s agencies, and being guided by the NIU faculty through curricula on global issues, regional studies, intelligence practices, and capabilities (including those of potential adversaries), MSSI graduates earn a broader understanding of the entire IC, its challenges, and its role in supporting national security strategy.

    The United States Intelligence Community (IC) is one of a few unique organizations within the
    government that provides for the protection of the American people and their allies, while shrouded in the need for secrecy. Building trust with the public and establishing routine accountability are critical to the continuing mission of the IC. The responsibilities the IC has is not only with oversight bodies and organizations, but especially with the general population. The core tenets of representative bureaucracy theory can offer an instructive way in which the IC can continue to better its efforts to build trust with the public.

The public and private sectors both heavily rely on accessing and using secure networks. The requirements for defense already outstrip the current capacity the US government has and needs reinforcement.

    As the proliferation of cyber threats continues and the complexity and number of online systems grows, the need for updated cyber defenses to appropriately combat the threat will continue to expand into the future. The public and private sectors both heavily rely on accessing and using secure networks. The requirements for defense already outstrip the current capacity the US government has and needs reinforcement.
    A cyber auxiliary can provide several ways to augment our cyber defense capacity. Education programs can equip the population with skills and awareness to serve as a solid front-line defense. A cadet program could enhance the educational ap- proach and expose a larger population to in-depth knowledge of cyber defense and network operations, building a cadre for the future. Adult auxiliary members can add capacity to current cyber-defense organizations and be critical actors in aiding civil defense and even DoD. Much like the change in warfare observed during and after World War I, cyberspace is changing and growing. It is time to recognize both the environmental shifts and the opportunities available to the nation to get ahead of the coming cyber tsunami.

The current structure evolved over the last 70 years, since the National Security Act of 1947, from a single agency to the current collection of seventeen organizations. An outsider could lose his or her way attempting to navigate among all the agencies, oversight organizations, and policy organs. Many who have worked…

    If someone were to design the United States Intelligence Community (IC) from scratch, the construct would likely be drastically different from the organization we witness today. The current structure evolved over the last 70 years, since the National Security Act of 1947, from a single agency to the current collection of seventeen organizations. An outsider could lose his or her way attempting to navigate among all the agencies, oversight organizations, and policy organs. Many who have worked in the IC for years still have difficulty finding their way to the right office for the information they require. It is a complex, labyrinthine architecture that grew in fits and starts as policymakers recognized intelligence needs and built new organizations along the pattern of existing structures.

    Cyberspace has become the most active, contested, and congested of the warfighting domains. Both the new National Cyber Strategy and recent Department of Defense (DoD) Cyber Strategy describe an environment wrought with adversaries attempting to gain a military, political, and economic advantage over the United States (US). [1] Given the pace of operations and the rate of change in the environment, new ways of operating develop at a rapid pace. Although DoD has published Joint Publication (JP) 3-12 (Cyberspace Operations) that provides a foundation for understanding cyberspace and operations therein, the Army and Joint Force have a great opportunity (and requirement) to reflect the complexity and fluidity in this new domain and to more fully describe the level of conceptual and practical convergence between the land (physical), human, and cyberspace domains. The Army and Joint Force have the capacity to understand and detail these changes in the land and cyber domains and have the innovative leadership we need to integrate this convergence into our discussions, debates, concepts, and doctrine. The changes involved with the technology and the extent to which cyberspace is impacting the land and human terrain are significant even today. DoD must be bold and innovative to stay ahead of the threat and to take advantage of the potential that exists.
