It was great meeting Gil Do Vigor , a prominent voice to the new generation of economists in #Brazil at the International Monetary Fund during the Conference on #Crime and #Violence in #LatinAmerica. Jointly organized with the Inter-American Development Bank , the conference looked at how organized crime has shaped violence in the continent and policies to foster peace , essential to development. Great to see #beneficialownership transparency being prioritised under the Brazilian #G20 presidency, with a focus on effective implementation of reforms. The report shows how, despite widespread agreement on the importance of this information, much more progress is still needed: “Regarding beneficial ownership of legal entities and arrangements under the EOIR standard, close to 50% of the 112 jurisdictions assessed to date have severe deficiencies in their legal framework and/or in the effective implementation of their beneficial ownership framework.” Open Ownership has resources addressing all of the most common issues identified in the legal frameworks reviewed: - issues in the definition of beneficial owner that does not sufficiently take into account the different types of structures and decision process in different types of entities and arrangements lack of clear guidance on the application of the beneficial ownership definition - inadequate scope or lack of complete coverage of all types of legal entities and arrangements under the legal requirements for ensuring the availability of beneficial ownership information - inadequate or incomplete requirements for ensuring adequate, accurate and up-to-date beneficial ownership information - absence of commensurate and dissuasive sanctions for non-compliance See: https://lnkd.in/eqmyhd7j

🗺 4th #G20 Finance and Central Bank Deputies Meeting & 3rd Finance Ministers and Central Bank Governors Meeting This week, as part of the organizing committee of Youth20 (#Y20) - G20 Brasil 2024 Youth Engagement Group, I participated in this important and historic space provided by G20 Social for interaction between representatives of civil society and institutional leaders who are decisive for the main economic issues at a global level. The G20 is the main group for international economic cooperation; it comprises the largest economies in the world (19 countries and two regional bodies - the African Union and the European Union), in addition to countries invited to each rotating presidency, which Brazil currently holds. Through Youth20 Brazil 2024, we have sought to increase the participation of young people from our country in this debate, which has historically been restricted to a small and largely privileged portion of society. As someone who began working with youth policies in a territorially based public policy hampered by the scarcity of financial resources and driven by the commitment of human resources, I constantly reinforce the need to see territorial and institutional work as complementary, not conflicting; the macro and the micro, the nation and the neighborhood, the global and the local. The decisions made in boardrooms between countries, which often seem so distant from our daily reality, affect us directly or indirectly. To paraphrase Maria da Conceição Tavares: a serious economic perspective can only be one that cares about social justice, about who pays the bill. Thank you to G20 Brasil 2024 and Ministério da Fazenda for the invitation, Marcus Barão for the effort in conducting this team, Pedro Duval for representing us so well, and Amanda Harumy for the valuable methodological work with the Y20 Delegations and the social participation process that is so fundamental to us!

🌍 Momentum for Multilateral Development Bank Reform This week's Spring Meetings of @The World Bank and @International Monetary Fund in Washington DC are pivotal in addressing the climate crisis. As we progress through 2024, we need urgent reforms within multilateral development banks (MDBs). Key reforms we’re looking out for: - Mobilizing Private Finance: Collaborative partnerships can unlock private finance potential for climate resilience. - Enhancing Lending Terms and Concessional Finance: Improving terms and capacity aids vulnerable countries. - Streamlining Bureaucratic Procedures: Faster access to financing, especially in disaster response. - Limiting Debt Burdens: Mechanisms like grants ease pressures on countries facing climate shocks. Finance is key to climate action. These reforms hold the potential to significantly enhance the flow of finance to the Global South, where it's needed most. The urgency of the global climate crisis demands unprecedented financial mobilization. Recent analyses reveal that developing countries require approximately $212 billion annually for climate adaptation up to 2030, escalating to $239 billion per year between 2031 and 2050. However, in 2021-2022, only $63 billion was tracked for adaptation finance, with a mere 2% originating from the private sector. Banks and financial institutions are pivotal in bridging this substantial funding gap by: 1- Driving Innovation: Developing green financial products that support renewable energy, sustainable agriculture, and climate-resilient infrastructure. 2-De-risking Investments: Collaborating with governments and development banks to create blended finance mechanisms that attract private capital. 3-Fostering Partnerships: Building cross-sector alliances to align with global frameworks like the Paris Agreement and Sustainable Development Goals (SDGs). 4-Integrating ESG: Implementing Environmental, Social, and Governance (ESG) criteria into lending practices to ensure sustainability is at the core of investment decisions. Yet, challenges persist: - The need for policy coherence to ensure alignment between public and private sectors. - Limited access to finance for developing nations and small and medium-sized enterprises (SMEs). - A lack of standardized frameworks for tracking progress toward climate goals. The way forward? Collaboration and innovation. However, they are more approving of citizens resorting to unlawful and violent protest behaviour. Statistical analysis reveals that support for violent protest among recipients is linked to their dissatisfaction with political parties and politicians. 📢 New report alert! The Charity & Security Network commissioned a study to assess the impacts of UN Security Council Resolution 2664 on the financial sector and the donor sector, authored by yours truly. 🇺🇳 UNSCR 2664 is a landmark Resolution that provides a humanitarian carve-out to UN sanctions regimes. This effectively creates a safeguard for humanitarian action. However, the application of the humanitarian carve-out for the 1267 ISIL/al-Qaida UN sanctions regime is timebound for two years – if not renewed by the UNSC, it will expire on December 9, 2024. Civil society advocated for a humanitarian carve-out like UNSCR 2664 for over a decade, and much collective advocacy has taken place in the two years since the Resolution’s adoption. Through this, we learned that there was a lack of understanding around how the Resolution impacts the financial and donor sectors. This study is an attempt to fill this gap, making data-driven recommendations in alignment with the findings. 💍So, what’s the one recommendation to rule them all? For the UN Security Council to renew the application of the humanitarian carve-out to the 1267 regime as a standing application. I’m a broken record on this: the importance of this is the impact it will have on people and communities most in need of humanitarian aid. Because ultimately, while UN Security Council Resolutions often remain high-level words on a piece of paper, this Resolution is about people. People in need of aid. People in need of lifesaving support. People in need of life’s most basic necessities, which many of us have the luxury of taking for granted. Through a standing application of 1267, we have the power to answer this need.   Check out the report, the key findings, and the recommendations below, in addition to a fab one-pager. 🌍 In #Brazil, the establishment of a 𝗿𝗲𝗴𝘂𝗹𝗮𝘁𝗲𝗱 𝗰𝗮𝗿𝗯𝗼𝗻 𝗺𝗮𝗿𝗸𝗲𝘁 was envisioned under the National Policy on Climate Change (PNMC) and analyzed in studies such as the PMR Brasil Project (World Bank, 2020b). However, its implementation requires legislative action, as dictated by Article 170 of the Federal Constitution. Currently, multiple Bills (PLs) are being processed in the Chamber of Deputies and the Federal Senate to create a national Emissions Trading System (ETS), with specific structuring likely to come via presidential decree. 💡 The proposed governance structure for the Brazilian Emissions Trading System (SBCE) includes a higher body comprising members of the National Financial System, a deliberative and appeals body from the Interministerial Committee on Climate Change and Green Growth, and an advisory body with representatives from the government and civil society. The Federal Senate's substitute for Bill 412/2022 proposes a governance system involving an Interministerial Committee on Climate Change and a permanent technical group, with operational rules to be defined by the Executive Branch. 📊 For accurate emission pricing, a robust Monitoring, Reporting, and Verification (MRV) system must be established. This includes a national database of emission factors verified by a competent body. Bill 412/2022 outlines emission thresholds for regulated entities, with monitoring starting at sources emitting more than 10,000 tons of CO2e and regulation for those emitting over 25,000 tons of CO2e. 📈 Emissions trading will involve a reduction target or an overall carbon budget distributed and sold, with a portion allocated for free and another auctioned. Initially, free allocations based on historical indicators (grandfathering) are recommended, covering 50% of sectors with competitiveness risks. Predictable auction events will provide transparency and stable pricing, crucial for reducing market volatility and fostering investment. 🌱 Participation in auctions could be open to both regulated and non-regulated agents, enhancing market liquidity and price signaling. The use of offsets, initially limited to 20%, may be adjusted based on international practices.
