RFI/Sources Sought - Commercial Augmentation Space Reserve (CASR) Framework The Space Systems Command Commercial Space Office (SSC/COMSO) is seeking review and feedback of the Commercial Augmentation Space Reserve (CASR) Framework, Draft Readiness Plan, Draft Incentive Plan, and Draft H-Clauses. The CASR framework is designed to ensure that the Space Force can leverage the commercial space industry from peacetime through the spectrum of conflict to enhance the resilience, capacity, and effectiveness of its national security space architecture. CASR is being developed to be flexible and adaptable to evolving technologies, operational requirements, and commercial offerings. All responses must be submitted by 6 September 2024. In a move to streamline technology transitions, Heidi Shyu, Under Secretary of Defense for Research and Engineering, has inaugurated the Transition Tracking Action Group (TTAG). This advisory body, established March 13, is set to harness advanced data analytics to track how the Department of Defense (DoD) delivers capabilities to the field. Chaired by the R&E's chief data officer, Cyrus Jabbari, and comprising senior representatives from the military services and offices under the Secretary of Defense, TTAG aims to improve the visibility and management of the DoD's technology transition processes. The goal of this initiative seeks to ensure the timely and cost-effective delivery of state-of-the-art systems and equipment to military personnel. To do this, the department will seek understand what the primary obstacles to transition are and if the measures it undertakes to improve outcomes are yielding desired effects. The TTAG will create a department-wide method to track technology transition and determine the reasons capability-enhancing technologies do or do not transition, to enable the Joint Force to deter and, if necessary, prevail in contested environments.

Not only will PWSA enable transformative capabilities, but the process of deploying this multi-phase system also faces a series of significant hurdles. These challenges mirror those faced by space infrastructure procurement efforts across the industry today, including: 1. High supply chain pressures and ongoing strain on resources; 2. Complex, multi-domain and multi-jurisdictional regulations; 3. Financing and cash-flow disruptions resulting from these challenges, affecting both buyers and suppliers. Despite these obstacles, bold companies of all sizes are stepping up to support and supply PWSA. The need PWSA addresses—along with the U.S. DoD’s urgency—is clear and pressing.
