Since our inception, Winbourne has contributed to unique and impactful projects, including developing a Unified Command Center (UCC) for the Washington Metropolitan Police Department (MPD). The UCC, which was designed to be the hub for local and federal agencies to manage and respond to major events in our nation’s capital, was delivered just in advance of a planned anti-globalization demonstration scheduled for late September 2001 with over 750,000 people planned to be in attendance. ***MPD took ownership of the facility at 8:30 AM on September 11, 2001, just 15 minutes before a major terrorist attack on our country when the first plane struck the World Trade Center Tower in NYC.*** Federal, state, and local public safety agencies from around the National Capital Region poured into the UCC. That center became the National Capital Region's coordination hub for weeks after the attack.   • Would your communications center be interested in helping others impacted by the recent storms? **REPOSTED FROM APCO PS CONNECT OPEN FORUM** Sep 30, 2024 12:20 PM Debbie Gailbreath For those interested in assisting communications centers recently impacted by the devasting storms and flooding, FL APCO is working with NC NENA/APCO and TERT teams to determine immediate needs and how to get supplies to NC centers. When we have this information, we will provide it here. In the meantime, we are coordinating "Adopt-A-Center" for impacted centers. Once communication is available in the affected areas, these adoptions will commence.  How it works: The non-impacted communications center will be assigned a similar-sized impacted center for "adoption" and provided contact information. The non-impacted center will coordinate with the adopted center about their needs and how they can receive supplies, gift cards, notes, goodie bags, etc. Non-impacted Centers: If you wish to adopt a center, email us the name and email address of ONE POINT OF CONTACT in your center and include your comm center staffing size. Impacted Centers in GA, NC, SC, and TN: We are working to obtain information about impacted centers. If you receive this posting, send us the name and email address of ONE POINT OF CONTACT in your center and staffing size, and we will get you adopted.   • We will never forget ...... As the world pauses to remember the tragedy of that fateful day, Winbourne is proud of the small part we played in the events of 9-11-2001. At Winbourne, public safety isn’t just a priority; it’s the very foundation of our mission.  One of our most memorable moments was completing the Metropolitan Police Department (MPD) command center, known as the Synchronized Operations and Communications Center (SOCC), on September 11, 2001. Just 15 minutes before the first plane hit the World Trade Tower, MPD took ownership of the center, which quickly became the center of law enforcement coordination in the National Capital Region (NCR) for about 2-3 weeks after the attack. Federal, state, and local public safety agencies from around the NCR poured into the SOCC almost immediately, highlighting the importance of having a centralized location for emergency response. This experience truly molded our dedication to the public safety community, and we remain committed to providing the highest quality services to support those who keep us safe.

This event will facilitate dialogue between Caribbean officials (Belize, Dominica, Grenada, Guyana, Jamaica, Saint Lucia, Saint Vincent and the Grenadines, and Suriname) and U.S. industry leaders. It will showcase advanced technologies to enhance emergency response and safety management. This is a pivotal opportunity for stakeholders involved in the Caribbean region's emergency management, technology, and public safety. This workshop will emphasize the importance of interoperability and public-private partnerships in improving emergency management.   • Winbourne Celebrates: Julie A. Heimkes is Honored with the Jack Daniel Award of Distinction at the 2024 APCO Conference Winbourne is proud of our senior consultant, Julie A. Heimkes, who was awarded the prestigious Jack Daniel Award of Distinction, at the recent APCO (Association of Public-Safety Communications Officials) conference. The Jack Daniel Award recognizes exceptional accomplishments by a commercial member of APCO on a national or international level in the field of public safety communications. It was last given in 2020, and only five others have received it. During her 30+ years as an APCO member and commercial member, Julie A. Heimkes has served on the Commercial Advisory Council (CAC) and the Membership and Marketing Committee. She is currently a member of the Editorial Committee, where she authored 13 articles for the PSC magazine. Her leadership positions include serving as the Chair of the CAC and a Chapter Commercial Advisory member for the Minnesota and Arizona chapters. Julie A. Heimkes was also recognized during the annual Chapter Commercial Members and Chapter Officers meeting, where she spoke about the importance of commercial members to the entire APCO membership.
