Manchester is a town in Hartford County, Connecticut, United States. Nicknamed the "Silk City" -- Manchester was a center of the American silk industry from the late 19th century to the mid-20th century. Today it is home to numerous businesses small and large, many public parks and trails, and the location of the great Thanksgiving Tradition: The Manchester Road Race which attracts thousands of participants each year. Manchester is organized under the council-manager form of government and as of the 2010 census, the town had a total population of 58,241 residents. The Town of Manchester provides its own Police Department, Fire Department, Public Schools, Municipal Water Service, Waste Water Treatment Service, and Landfill. The Public Works Department is comprised of eight divisions providing a wide breadth of in-house services.

Town of Manchester to Receive $2.2 Million in Tax Credits for Bowers School Project, Saving Taxpayers Millions. The Town of Manchester is pleased to announce a significant financial milestone with the forthcoming receipt of $2.2 million in tax credits for the Bowers School project. This achievement will create a substantial reduction in the debt issuance needed for the project, thanks to strategic collaboration with auditors to leverage the IRA (Inflation Reduction Act) clean energy tax credits. "We are proud to have saved our town millions of dollars by strategically applying for IRS clean energy tax credits," said Kimberly Lord, Town of Manchester’s Finance Director. "This initiative not only benefits our community financially but also contributes to a sustainable future for generations to come." The Bowers School project is the first of several initiatives under the Town's plan to utilize tax credits provided by the Inflation Reduction Act. Following the success of the Bowers submission, the Town is preparing to submit for tax credits for the Keeney School Project, and New Library Project with expectations of similar financial benefits. "Securing this cost savings through the IRA clean energy tax credits is a testament to our town's commitment to both financial stewardship and sustainability,” said Town Manager Steve Stephanou. “I commend Director Kim Lord, Facilities Project Manager Chris Till, Clifton Larson Allen (CLA), and the entire Town project team for their diligent efforts in achieving this significant milestone.” The IRA provides a variety of incentives for clean energy. Many of these tax credits and rebates are aimed at individuals and households to transform their energy use and consumption. For the first time, local governments are positioned to take advantage of these credits directly. The Town of Manchester launched a new website for potential investors and stakeholders looking to invest in issued bonds by the Town. These bond issuances allow the Town to finance investments in public infrastructure throughout Manchester. This website offers a transparent and accessible avenue for the community and potential investors to seek information on the Town's financial reporting. Over the last several months, the 12-member Library Building Committee has been working diligently with Town Officials, Town Staff, Friar Architects & HBM Architects, and construction contractors to design Manchester’s 21st Century Public Library in the heart of Downtown Main Street. The new library project is progressing with exciting advancements for both interior and exterior design elements. While the designs are subject to further refinement, the architectural vision showcases a spectacular structure, incorporating community feedback on the initial designs to create a welcoming space for reading, learning, connection, and conversation. “In November 2022, Manchester voters overwhelmingly approved the construction of a 21st-century, state-of-the-art library for our community,” said Mayor Moran. “The Board of Directors formed and tasked the Library Building Committee to carry out this mission, and I’m proud of the work they’ve done to see that Manchester will have the best public library in the entire state.” The building designs aim for a future potential goal of net-zero energy with geothermal heating/cooling systems. These systems along with other sustainable materials are outlined in a proposed Energy Usage Model examined by Eversource and its consultants which considers opportunities to effectively offset costs to implementation. While these plans are still underway, the project team is optimistic about the sustainable factors this new building would bring to the Manchester community. In late June 2024, the Town of Manchester purchased the property at 1041 Main Street formerly owned by Webster Bank, which will serve as the site of the new library. Webster Bank will be staying Downtown, as it purchased the adjacent property at 1007 Main Street for its new branch location and is currently in the process of moving. “Webster Bank has been a tremendous community partner throughout this entire process, “said Town Manager Steve Stephanou. “We are thrilled that Webster will be remaining Downtown, continuing to be a key component of the small and local business ecosystem that makes the area so vibrant. Private investments, like the one Webster is making, along with the new library and other major public investments in the Main Street area, will help ensure Downtown Manchester is a regional destination for the next several decades and beyond.” It is expected that the demolition of the current structure and site preparation will commence in the 4th quarter of 2024. Weather permitting, new construction will commence by early 2025 with a 16–18-month timeline of completion of the building.
