Homeowners received nearly $40 billion in tax benefits in 2022. Meanwhile, the number of cost-burdened renters has hit an all-time high. Our new report, published in collaboration with the Stanford Center on Poverty and Inequality, explores one promising approach to supporting renters: a renter’s tax credit. We explore design options, their associated costs and benefits, and their possible effects on renter households in California. Read the report here:

The Terner Center formulates bold strategies to house families from all walks of life in vibrant, sustainable, and affordable homes and communities. The Terner Center for Housing Innovation at the University of California, Berkeley is a collaboration between the College of Environmental Design (CED) and the Haas School of Business. The Terner Center leverages applied research and best practices to inform and advance innovation in the planning, financing, design and development of the built environment. Our focus is on generating constructive, practical strategies for public policy makers and innovative tools for private sector partners to achieve better results for families and communities. The Center’s work both draws on and cultivates inspired new thinking of students and will guide the next generation of leaders to advance creative and powerful solutions in housing and the sustainable development of the built environment.

🔊 NEW PAPER Announcement! Today, I published an article in Buildings & Cities with 7 co-authors from RMI, Berkeley Lab, and Terner Center for Housing Innovation: "US urban land-use reform: a strategy for energy sufficiency." Key points: ✦ Climate action requires limiting total energy and materials use while supporting human wellbeing ("sufficiency"). Ending exclusionary zoning policies -- which ban more efficient ways of living as well as driving the housing crisis -- is a key pathway to sufficiency in the US. ✦ Land use patterns differ across states, but every state has some neighborhoods in which people can drive much less than average while meeting their daily needs. In 47 states, these neighborhoods are still lightly built out, with less than 33% of housing bigger than a fourplex. So we can add housing in car-light neighborhoods even without building high-rises. ✦ In an ambitious scenario in which all 50 states solve the housing shortage while building in car-light neighborhoods, ~70 million tons of annual carbon pollution could be avoided in a decade. Most Bay Area households are affected in some way by the region’s ongoing affordability crisis: housing costs are increasing faster than incomes, nearly half of renters are cost-burdened, and rates of homelessness continue to rise. Our new brief explores how public funding can help to reverse these challenges by increasing the supply of affordable housing, preserving existing affordable housing stock, and keeping renters stably housed.
