Federal Partnerships @ Handshake | Software to Power Your Pathways & GS-5 to GS-11 Recruitment Strategy
According to Zippia (pictured), 58% of contracting officers (COs) have a Bachelor's and 19% have a Master's degree. Contracting officers are highly sought after in every corner of the federal government, which relies heavily on this "acquisition workforce" to carry out business. On USAJOBS right now, all 15 federal departments have job openings for COs—with DoD, DOI, DHS, DON, and the VA all hiring dozens to hundreds of these roles. This friendly competition makes it especially difficult for DoD to address its perpetual CO shortages—and makes it excruciatingly difficult for individual commands within the Navy, Army, Air Force, and others to do the same. (Meanwhile, the private sector pursues and poaches these individuals aggressively) The answer to this problem is to proactively recruit business, economics, math, engineering, and other undergraduate and graduate students who may not even know that acquisitions is such a viable, stable long-term career path! Handshake has hundreds of thousands of candidates that fit these criteria—so I encourage every federal agency and department (especially DoD) that is short on acquisition talent to be thinking of ways to digitally engage this talent population year-round to address these dire shortages in FY25 and beyond.

With Handshake, Baylor University’s career team is spending less time on admin tasks and more on what really matters: supporting students. The result? Graduates who are not just prepared, but empowered with the skills, knowledge, and connections they need to succeed in today’s job market. Shoutout to Andrew Boles and Michael Estepp, MBA for their continued student support. 👏
