About us
The Rutgers University Program in Juvenile Justice and Youth Development has been established to recruit, train, and retain a workforce that is prepared to address the demands of juvenile justice and work with young people impacted by the justice system. Through a collaborative effort that incorporates highly respected departments, units, and leaders from across Rutgers University, we have developed undergraduate and professional development programs that follow an innovative, interdisciplinary model. CONTINUING EDUCATION/PROFESSIONAL DEVELOPMENT Designed for a wide range of disciplines and open to all those interested in enhancing the juvenile justice system, the Juvenile Justice and Youth Development Certificate Program draws from the fields of psychology, social work, criminal justice, law, and education. The program is 100% ONLINE and students are welcome to sign up for the full program or individual courses even if they don't plan to complete the entire certificate. The JJYD Program was developed in close partnership with the New Jersey Governor's Juvenile Justice and Delinquency Prevention Committee, the New Jersey Council on Juvenile Justice System Improvement, and the New Jersey Juvenile Justice Commission.

Join instructor Dr. Tawanda Hubbard, Ph.D. (cand.), DSW, MSW, LCSW for Rutgers Juvenile Justice & Youth Development Certificate Program course Engaging Youth and Families, live on Zoom August 1 & 8 from 10AM-1PM, Eastern. Dr. Hubbard, an associate professor of professional practice at Rutgers University School of Social Work obtained her BS in Business Administration with a concentration in Management from Bloomfield College and her MSW and DSW from RUSSW. She is a Ph.D. candidate in Family Science and Human Development at Montclair State University. Dr. Hubbard has over 20 years of experience in child welfare, mental and behavioral health, case management, advocacy, and clinical practice with a small private practice and consulting firm. She is trained in family therapy, EMDR, and certified in REBT and child sexual abuse therapy. Dr. Hubbard designs curricula and provides workshops, keynotes, webinars, and publications connected to her scholarship interests (oppositionality and relational neglect in adolescence, implicit bias and microaggressions, the practice of mattering, etc.) Her research agenda focuses on mental and relational health and well-being in Black women and families, young Black women aging out of foster care and transitioning successfully into adulthood, dismantling structural inequities, and promoting inclusive and transformative leadership and practices in human service organizations. Dr. Hubbard was honored in 2022, 2023, and 2024 with the Outstanding Clinical Specialization Professor Award at RUSSW and in 2021 with a national Teaching Leadership Award in Higher Education by JV Educational Consultants. She is a past president of the National Association of Social Work New Jersey Chapter, an Alumna of the Council of Social Work Education Minority Doctoral Fellowship, and Family Process Institute New Writers Program Fellowship. Dr. Hubbard serves on various councils, advisory boards, and coalitions and belongs to associations focused on social work, family relations, child and adolescent development, mental/behavioral health, and child welfare.
