Several senior leaders overseeing FEMA's Mitigation & Preparedness programs participated in the National Level Exercise held for Hawaiʻi on Oʻahu. During their visit, FEMA leadership met with project partners across Hawaiʻi to discuss mitigation and resilience efforts. One of their stops was the Kaimukī Mircrogird Project located at Kaimukī Middle School. Funded by a FEMA grant administered by the Resilience Office, the project will install a back-up battery system connected to the campusʻ solar PV system and will support other neighborhood-level resilience planning through partnership with the CERENE Center for Resilient Neighborhoods at Kapi‘olani Community College.

On July 1, 2024, Ordinances 23-3 and 23-4 updated the City's shoreline setback and special management area regulations to meet state requirements for #SeaLevelRise. Oʻahu joins Kauaʻi and Maui counties in using site-specific erosion rates for development setbacks in most parts of the island. "The new regulations will make people and property safer by preventing construction on land prone to erosion and reducing future demand for coastal armoring," said Alexander Yee, Coastal and Water Program Manager for the Resilience Office. This will allow beaches to migrate mauka (inland) and avoid disappearing due to "coastal squeeze." The ordinances set a 60-foot mauka setback from the certified shoreline in the Primary Urban Center Development Plan area and in regions lacking historical erosion data. For other areas with erosion data, the setback is 60 feet mauka plus 70 times the annual erosion rate, up to 130 feet. Previously, the setback was 40 feet mauka. Hawaiian Electric's Public Safety Power Shutoffs (PSPS) are part of our new climate reality in the wake of the Maui fires. Creating more resilient power systems, such as PV coupled with battery storage, have now become even more valuable to keep things running for impacted communities. Starting Monday, July 1, 2024, Bikeshare Hawaiʻi has turned over its oversight role of the Biki bikeshare system to us at DTS. There will be no changes to Biki operations with this transition from Bikeshare Hawaiʻi to the City, and riders will not notice any changes in system availability, operations, Biki accounts or customer support. We will oversee a concessions contract beginning July 1, 2024 and running until June 30, 2025. After nearly five years of research, community outreach, feedback and public events, the demand for human-powered active transportation in Honolulu grew Biki to a fleet of 1,288 bicycles, 136 self-service stations, and 2,500 docked bicycle stalls. In 2023, there were nearly 800,000 rides on Biki, with 62% taken by residents, and nearly 17,000 active members. Secure Bike Share Hawaiʻi (SBS), the organization which operates and maintains the Biki system’s bikes, docks, mobile apps and customer service will continue their role and work with DTS and the City to ensure seamless, uninterrupted Biki service for Honolulu residents and visitors. SBS collects revenues from Biki rides, and the system is self-sufficient and does not require subsidy from the City to operate. This change in oversight also better positions the system for future expansion opportunities to potentially service new communities. Currently, we permit the use of Biki stations on City properties, and the City owns a portion of the bicycles and docking stations. We remain committed to the expansion of sustainable micromobility options for all of Oʻahu, assuring our island's residents and visitors that Biki will remain a component of our multimodal transit options. We plan to deploy future federal funding towards the acquisition of replacement bicycles and docks to continue our support of Biki and provide affordable, efficient, and healthy ways for our residents and visitors to move around Honolulu. #GoBiki #HOLOWithUs
