California Poverty Measure (CPM), a collaboration between Public Policy Institute of California and the Stanford Center on Poverty and Inequality, factors in benefits from large-scale cash, food, and housing safety net programs, low-income tax credits, and county-level differences in the state’s high cost of living to more accurately capture basic needs in our state. For example, while the official poverty rate – which does not count tax credits and food assistance – rose, CPM poverty declined from 16.4% in 2019 to 11.7% in fall 2021. PPIC also estimates that regular and expanded safety net benefits cut poverty in nearly in half (88%) in fall 2021 and by more than 60% in early 2023, demonstrating the importance of policy in addressing poverty.
