#NewPublication How can learning contribute to value destruction rather than value creation? #Policylearning is always viewed as a force for common good, something policymakers do in order to address societal issues and provide value for the public. Yet can policy learning cause value destruction? And if so, how and when? In my new article titled “Hello darkness my old friend: How policy learning can contribute to value destruction” published in Policy Studies Journal, I address this question by developing a novel theoretical approach that links policy learning to value destruction. This is through conceptualizing two types of learning failures in public policy: misdirected learning design failures (non-deliberate and cybernetic) and normative failures (intentional and deontological). Then, I explore how these failures contribute to value destruction across different approaches to value, whether affecting the upkeep of public values as guiding principles of policymaking and governance, or detracting from public value, as the worth of government services delivered to the citizenry. This is while identifying the key conditions under-which these learning failures are likely to occur.
