The Philadelphia Children’s Alliance promotes healing and justice for sexually abused children in Philadelphia.
About us
The Philadelphia Children's Alliance (PCA) coordinates a multi-agency, interdisciplinary response to promote healing and justice for victims of child sexual abuse in Philadelphia. PCA was founded in 1989, became a full member of the National Children’s Alliance (NCA) in 1992, and was accredited by NCA in 2001. Today, PCA meets all NCA standards and is, in fact, a national best standards model for peer agencies nationwide. Over the past 20 years, the Philadelphia Children’s Alliance has advocated for a team-based approach, built cooperative relationships, introduced efficiencies in the system providing rapid response, and effectively changed how abused children are served and cared for in Philadelphia. Team coordination has increased; we work in partnership with Philadelphia’s Police Special Victims Unit, the Department of Human Services, the District Attorney’s Office, Children’s Hospital of Philadelphia, the Support Center for Child Advocates, Women Organized Against Rape, and the JJ Peters Institute. PCA’s most recent Strategic Plan calls for capacity-building so that by 2015 we will have the capacity to respond to 100 percent of alleged sexual abuse reports in Philadelphia. As the only primary intervention organization in Philadelphia working with child victims of sexual abuse, this mandate to increase capacity is driven by a critical need for PCA’s services to help protect the children and families we serve.

Two of our forensic interviewers, Jillian Shainman and Carolina Castaño, are on their way back from Dallas, Texas after presenting at the annual Crimes Against Children Conference. In addition to attending this incredibly important event with other members of our staff, Jillian and Carolina led two sessions on the challenges of language barriers in interviews and the impact that these challenges have on victims. Philadelphia Children’s Alliance is a really special place. There is not a day that goes by that we take the power of what we do for granted and each year we take a week in August to appreciate our exceptional staff who do the hard work that changes children’s lives. Last Friday, our team hit the green at Top Golf to round out Staff Appreciation Week. It was an afternoon of fun, companionship, and celebration. It’s easy for children to just say "yes" or "no" to our questions, so it is important for caregivers and parents to give prompts that require bigger answers. Open-ended questions let children know that adults care and are interested in them, which creates a safe space to talk about things that could be challenging or uncomfortable. PCA is excited to announce that Joe Culley is our new Board President! Joe has been an extraordinary ambassador of PCA ever since he learned about the organization in 2018. He has served on our Board of Directors since 2019 and held the position of Vice President from 2021-2024. Joe and his wife Kelly also chaired the 2021 Bear Affair. Culley is the Head of the Capital Markets Group at Janney Montgomery Scott LLC and a member of the firm’s Executive Leadership Team. Joe also currently sits on the Endowment Board for St. Thomas’ Episcopal Church, Whitemarsh. Previously, he dedicated 10 years to the Board at the Mann Center for Performing Arts in historic Fairmount Park and also served on the Board for the Pennsylvania Academy of the Fine Arts. We look forward to Joe’s leadership and the many ways in which he will continue to uplift and guide our mission and our service.
