Helping underinsured people with life-threatening, chronic and rare diseases get the medication and treatment they need.

About us

The Patient Access Network Foundation™ is an independent, national 501 (c)(3) organization dedicated to helping federally and commercially insured people living with life-threatening, chronic and rare diseases with the out-of-pocket costs for their prescribed medications. Partnering with generous donors, healthcare providers and pharmacies, PAN provides the underinsured population access to the healthcare treatments they need to best manage their conditions and focus on improving their quality of life. We also work to educate policymakers about the long-term solutions needed to improve healthcare access, affordability, and equity for all. Since our founding in 2004, we have provided more than one million underinsured patients with $4 billion in financial assistance.

The latest analysis from Avalere is another reminder that, despite historic Medicare reforms, patients will continue to face access and affordability challenges in the form of changes in premiums and plan offerings. In fact, when comparing changes from 2023 and 2024, patients in some therapeutic areas examined saw a substantial increase in the use of coinsurance measures by their plans. “And we know that in 2025, when the remaining reforms go into effect and shift more cost liability to plans, patients may likely face even more changes to plan formulary and benefit offerings,” said PAN Foundation President and CEO, Kevin L. Hagan. That’s why PAN will continue to play a critical role for thousands of patients across the country each year, through financial assistance, advocacy, and education. While health plans use step therapy as a tool to contain the costs of prescription drugs, it can also have negative impacts on patients—including delayed access to the most effective treatment, severe side effects, and irreversible disease progression. We’re advocating for Congress, along with public and private insurers, to curb restrictive utilization management practices like step therapy that delay care for patients.
