  • As 327,565 U.S. homes are set to lose affordability restrictions by 2026, communities need to act to create and preserve affordable housing. The National Housing Preservation Database (NHPD) is a unique resource in the effort to keep families stably housed and neighborhoods strong. 📅 Launched in 2012, the NHPD is today used by thousands of affordable housing stakeholders, including government agencies, community development organizations, legal aid organizations, advocates, researchers, and lower-income families.   • ❓ How do legal aid organizations use the National Housing Preservation Database (NHPD)? 🔍 Legal aid organizations use the NHPD to find subsidy information for the properties where their clients reside. This information helps them understand which programs assist their clients' units, determining the legal regulations the housing provider must follow. A 2019 survey of NHPD users revealed that many legal aid organizations access the NHPD to advocate for their clients.   • ❗ Out now: PHA Pathways to Advancing Equity ❗ 🟰 This qualitative study presents 19 case studies of programs, policies, and practices implemented by public housing authorities (PHAs) to improve housing, health, education, and employment outcomes for underserved and underrepresented populations. The report, which draws from web scans and interviews with 16 PHAs, also shares advice to help PHAs expand equity by promoting fair treatment, access, opportunity, and advancement for all people. 📖 Strategies advancing equity ranged in size and scope, with programs and practices being the most common among PHAs interviewed. 🎓 Education, health, and digital connectivity were the most frequent focus areas for programs promoting equity. Programs featured in case studies include education enrichment, home modification, in-home health services, and employment training. 💼 Training, resident engagement strategies, designating a staff member to focus on diversity, equity, and inclusion (DEI), analyzing demographic data, and inclusive hiring strategies were the most prevalent practices mentioned. Practices featured in case studies include internal working groups, equity reviews, interviews, recruitment, community development, and resident engagement strategies. 🏡 Most often, PHAs revised waiting lists and admission policies to expand opportunities for people from diverse backgrounds.   • 🏡 With shifts in policy and funding, many public housing authorities (PHAs) are repositioning their public housing stock to ensure more stable funding for affordable housing. Repositioning involves converting public housing to a new funding platform, and U.S. Department of Housing and Urban Development offers several strategies to assist PHAs in preserving affordable housing: 🔹 Section 32 Homeownership: PHAs can convert public housing units to homeownership through Section 32, making them available to low-income families. Under this option, PHAs can receive Tenant Protection Vouchers (TPVs) for units occupied by assisted families in the previous 24 months. This strategy is beneficial for PHAs with scattered site developments. 🏠 🔹 Streamlined Voluntary Conversion: PHAs aiming to convert to tenant-based assistance can use Streamlined Voluntary Conversion when they are down to their last 250 public housing units or dispose of properties through Section 18 if eligibility criteria are met. 🔄 🔹 Rental Assistance Demonstration (RAD): For PHAs looking to maintain physical units as long-term affordable housing, converting public housing to a Section 8 funding stream through the RAD program or Section 18 is the most common action.   • Why are public housing authorities repositioning their public housing❓ 📊 The Public Housing Capital Fund, provided by Congress for repairs, has been underfunded for so long that more than 10,000 public housing units lose affordability each year because they are no longer habitable. 🏚️ 📋 Additionally, public housing often faces more burdensome regulations compared to other housing assistance programs due to negative perceptions of the program, making it challenging for PHAs to cost-effectively manage their housing stock. 📉 🏡 PHAs are pressured to reposition their public housing stock for several reasons, including: 🔹 Chronic disinvestment in public housing 💸 🔹 Shifting policy perspectives that prioritize privatizing affordable housing 🏦 🔹 Access to greater market flexibility 📈 ...and more!
