About us
Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency, providing financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. We envision an Oregon where all can pursue prosperity and live free from poverty. OHCS administers programs that provide housing stabilization – from preventing and ending homelessness, assisting with utilities to keep someone stable, to financing multifamily affordable housing, to encouraging homeownership. It delivers these programs primarily through grants, contracts and loan agreements with local partners and community-based providers, and has limited direct contact with low-income beneficiaries. OHCS's sources of funds are varied and include federal and state resources which have complex regulatory compliance requirements, and thus stewardship, compliance monitoring, and asset management are all critical functions played by OHCS. MISSION: We provide stable and affordable housing and engage leaders, to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians.

Many of the post-class survey comments said that having more offerings in Spanish is a huge need in the community, with one commentor saying, "Excelente presentación en mi idioma. Fácil de seguir, fue culturalmente específico. Muy emocionada y esperanzada en comenzar un proceso." (This was an excellent presentation in my language. Easy to follow and culturally specific. I am excited and hopeful to start the process). We were grateful to be a part of this work through both a homeownership grant as well as close work through our Racial Disparities Program. OHCS won two awards this week at the National Council of State Housing Agencies (NCSHA) conference, including Special Needs Housing: Combating Homelessness and Rental Housing: Preservation and Rehabilitation awards. OHCS was on hand Friday to celebrate RootedHome’s first groundbreaking in Redmond. Rooted at 19th will feature 23 two- to four-bedroom affordable, energy-efficient homes and includes the preservation of an historic farmhouse. The development will include a community garden, EV chargers, and electric bike storage. OHCS is proud to provide funding for this and other projects in the Bend-Redmond area. Congrats to RootedHomes, City of Redmond, Oregon, and other sponsors and contributors on this momentous accomplishment!

Last week, we joined Catholic Charities of Oregon for the grand opening of Francis + Claire Place. This development brings 61 units of permanent supportive housing to Portland with whole-person services. Amenities include a quiet room, on-site classrooms that will provide workshops, and culturally responsive services provided by Native American Rehabilitation Association of the Northwest, Inc. (NARA). Additionally, NARA and AfroVillage Movement will work with Catholic Charities on outreach to those most impacted by homelessness in the area. Great work to all the partners who brought this project to completion and continue to support residents and the surrounding the community. Portland Housing Bureau

Every year, we partner with CSH to host the Institute, an in-depth training where cohorts come together to develop permanent supportive housing in their communities.
