Since the 2000s, the CDFI movement has grown exponentially, with the number of certified CDFIs increasing 6.6x in just over 25 years—from 196 in 1996 to more than 1,300 in 2022. Key federal programs like the New Markets Tax Credit (2000) and the Small Business Lending Fund (2010) have played a critical role in driving capital into low-income communities, helping CDFIs expand their reach and impact. Elsie Meeks has been a trailblazer in the CDFI industry, co-founding the Lakota Fund in 1986 and laying the groundwork for one of the first Native CDFIs in the U.S. Her leadership showed how culturally-tailored financial services can address economic disparities in Native communities. As a former Executive Director of Oweesta Corporation and a former OFN Board Member, she continued to drive meaningful change, strengthening Native CDFIs and advocating for their needs.
