Through NDIA’s Logistics Management Division, government and industry exchange views and information on all matters relating to logistics support for major Defense Department systems and materiel items. It provides the government with collective industry viewpoints, recommendations and advice on government logistics-support concepts, policies, plans, programs, requirements, technologies, problems, implementation or impact of pending legislation, regulations and procedures. The division conducts special studies, analyses and advisories, as requested, and encourages mutual understanding and effective working relationships between government and industry to ensure efficient and reliable logistics-support concepts and systems that meet government requirements at reasonable costs.

  • It was an honor and a pleasure to host Ms. Lisa Smith, a member of the Senior Executive Service and Deputy Assistant Secretary of Defense for Product Support, for our NDIA Logistics Management Division meeting on 18 Oct. Ms. Smith briefed us on the Regional Sustainment Framework initiative launched by the Office of the Assistant Secretary of Defense for Sustainment. The purpose of this effort is to establish a global, resilient maintenance, repair and overhaul (MRO) capability in multiple areas of operation...leveraging the strengths of our allies, partners and the defense industrial base...that allows the repair of equipment in theater rather than required it be shipped back to the United States. The development and implementation of this important capability is well underway. Participants from within our own defense industrial base, as well as our key partners and allies, are energized and fully supportive. Additionally, the resources necessary to bring this effort to fruition are being secured and personnel brought on board. As always, there are challenges in bringing such a far-reaching and complex effort together, but the future for this vital capability appears bright.     Assistant Secretary of Defense for Sustainment (Ret)

    Monday was my final day in federal service before retiring. It’s been 40 years of service to this nation and national security, first as an enlisted marine, then as an army civilian, and finally nominated by President Biden as the Assistant Secretary of Defense for Sustainment. If I’ve worked with you, for you, or had the privilege of leading a team that you were part of I thank you for your service and dedication to the logistics profession. So many people to thank that I couldn’t possibly get it right in one post so let me just say that it has been the honor of my lifetime to finish my career as the ASD(S), leading the greatest team of professionals in the Department of Defense and across the entire Joint Logistics Enterprise (JLENT). Each member of OSD and broader JLENT team is deeply committed to the success of the US Joint Forces and our Allies and Partners around the globe. Each of you has made a tremendous difference! Thanks again and I trust our paths will cross again in the future.

    #ExpeditionaryOperations: #AreWeTrulyReady? Reflecting on my experiences and my closing keynote at last week's Global Expeditionary Logistics Symposium (GELS) and my role as a Highly Qualified Expert (HQE) Senior Mentor, it's evident that we stand at a critical juncture in our approach to expeditionary operations both in mindset and ability. Everything related to overcoming #ContestedLogistics comes back to being truly expeditionary. The concept of true expeditionary warfare has been diluted over time, and we must challenge ourselves to return to a mindset that truly prepares us for the realities of modern, global warfare. Current U.S. Army doctrine asserts that the division is the unit of action, yet the hard truth is that the Department of Defense would struggle to deploy a division rapidly. Our reliance on existing infrastructure and external support raises serious questions about our ability to operate in remote, austere environments. Deploying to established bases is not true expeditionary warfare—it’s a convenience that may not be available in the next crisis. History, such as the British campaign in the Falklands, teaches us that success hinges on our ability to sustain operations in hostile environments. Yet, today, our logistics systems remain fragmented, hindering our ability to respond effectively. We must shift from a paradigm of convenience to one of innovation, agility, and self-sufficiency. Logistics must drive operations, not follow as an afterthought. During GELS, the 38th CMC, General (R) David H. Berger emphasized that logistics is the #pacingfunction for the joint force. We must anticipate future needs and ensure our logistics capabilities are prepared for the challenges ahead. This includes embracing a joint mindset and integrating our efforts across all domains—land, sea, air, cyber, and space - AND functional areas of DIMEFIL (Diplomatic, Informational, Military, Economic, Financial, Intelligence, and Law Enforcement) coordination. This is often extremely difficult, if not impossible, due to organizational and national caveats. However, such coordination is essential to create a more robust and resilient approach for establishing the optimal expeditionary force stance. This is the call to action: We must return to a true expeditionary mindset, where the ability to deploy, sustain, and fight in the most challenging environments is the standard. The time for change is now. Anyone who supports the #logistics community, in any way, should absolutely take time to review this exceptional article ( https://bit.ly/4dpgZ8s ) with some great embedded videos...about contested logistics. I cannot recommend it strongly enough...and I'm confident you'll agree it is time well spent. Regardless of U.S. Service or those of our Allies and Partners, logisticians will face new, difficult and complex challenges when conducting logistics operations in a contested environment. The often-mentioned "tyranny of distance", disrupted/challenged lines of communication, sustainment of operations at multiple, dispersed locations, and constant threat of attack are just some of issues we'll need to overcome. There is amazing work being done to address these challenges. Our most senior leaders, as well as those at the operational and tactical level, are focused on identifying, developing and implementing solutions that will ensure our success. The work is not easy, but it is achievable. And as I've said many times before, I truly believe there is nothing we can't overcome when we work together as a team...government, industry and academia...and are properly resourced. We are at our best when we join forces, seek innovative solutions, and keep the incalculable value of our freedom front of mind.     Two outstanding events this week...the Association of Marine Corps Logisticians Global Expeditionary Logistics Symposium (GELS) in Newport News, Virginia, and the National Defense Industrial Association - (NDIA) Emerging Technologies for Defense Conference and Exhibition in Washington, D.C. The agenda and speaker lineup for GELS was impressive, kicking off on Tuesday with a keynote from Honorable Christopher Lowman, the Assistant Secretary of Defense for Sustainment. HON Lowman talked about a number of issues, challenges and initiatives including the National Defense Strategy, the Regional Sustainment Framework (RSF), support for Ukraine, the use of AI and decision support tools, and much more. I had the honor of moderating the "Competing Logistics" panel with panelists COL Joseph G., Col Paul Nelson, Ms. Kathy W., and Mr. Phillip Reeves. We discussed how when military services compete for the same resources—such as parts, fuel, infrastructure, contractor support, etc—there may not be enough to fulfill all requirements and then operations and readiness levels suffer. The Emerging Technologies for Defense began on Wednesday and the agenda was packed with senior leaders from across government, industry and academia including Deputy Secretary of Defense, Honorable Kathleen Hicks, the CEO/President of NDIA, Honorable David Norquist, and many more. Comments focused on Great Power Competition (GPC), DoD resourcing, the modernization of the industrial base, and beyond. I was honored to support two breakout sessions that were focused on contested logistics. A panel with Honorable Christopher Lowman, LTG Mark Simerly, LTG Heidi Hoyle and Mr. Anthony Baity discussed various Service and DLA initiatives underway to support for future #logistics operations, as well as the implementation of the Regional Sustainment Framework. In a later session, experts from industry provided technical presentations on innovative solutions to improve logistics operations. My thanks to Theresa Campobasso (Exiger), Charlie McGillis (The Provenance Chain™ Network), Adam T. Kornuth and Eric Crow, DML, CLT (Booz Allen Hamilton), and Daniel Hoffman,(Raytheon) for their outstanding presentations. I'm confident most would agree that logistics operations encompass a multitude of complexities, with airlift planning standing out as particularly challenging. The process of orchestrating the movement of goods and personnel via aircraft, requires meticulous coordination among numerous stakeholders. Factors such as cargo type, weight, and volume are just some of the factors that must be meticulously assessed to optimize aircraft load capacities. As this article points out, AI is poised to revolutionize airlift planning, enhancing efficiency and effectiveness in logistics operations. By leveraging advanced algorithms and data analytics, AI can process vast amounts of information, enabling better decision-making and resource allocation. One of the key benefits is predictive analytics, which allows logisticians to anticipate demand fluctuations and optimize flight schedules based on historical data and real-time conditions. It's an exciting time in our community...lots of challenges, but amazing new capabilities are being developed across the government, industry and academia. Airlift load planning is just one function that AI can improve...but the possibilities of enhancing other critical processes in our logistics community are nearly endless. If you're not already leaning in to learn and experiment with AI, I urge you to do so. AI is not the "be all, end all" solution for everything we do...and development of it must be done carefully and with necessary safeguards...but there is amazing progress and capabilities in this realm we shouldn't ignore. I highly recommend reading this short, thought-provoking, article (https://bit.ly/4fruyp8) about the intent of the United States Space Force to deploy satellite repair kits into space. Is this just the start of developing a true space logistics capability? As global tensions rise and the importance of space in military strategy intensifies, developing a robust space logistics capability is vital for the United States Department of Defense. The term "space logistics" may mean different things to different people but, in general, encompasses a range of activities...satellite deployment, refueling, parts warehousing, maintenance, resupply missions, management of space debris and so on. With the increasing reliance on space-based assets for communication, navigation, reconnaissance, and surveillance, the ability to efficiently support these operations are becoming essential for effective military readiness. So, why does our Nation need to develop a space logistics capability? One of the main reasons for establishing a dedicated space logistics capability is the need for operational resilience. As mentioned above, military operations depend heavily on space assets for situational awareness and command and control. By ensuring that these assets can be maintained, repaired, and replaced in orbit, the DoD can mitigate the risks associated with space warfare should assets become damaged or destroyed. A robust space logistics capability is also important because it will, naturally, enhance collaboration with allied nations. As space becomes an increasingly contested domain, cooperative logistics initiatives will enable joint missions and shared resources among NATO allies and other partners. This simplifies operations and strengthens collective security efforts in the face of ever-evolving threats. Additionally, investing in space logistics aligns with the broader goals of space commercialization. One of the key trends in space logistics is the increasing involvement of private companies. Companies like SpaceX, Blue Origin, and Rocket Lab are leading a new era, providing regular transportation to low Earth orbit (LEO) and beyond. These advancements not only reduce costs but also pave the way for more sustainable and efficient logistics solutions for our Nation. In short, the development of a comprehensive logistics capability is essential for the DoD in order to strengthen national defense and pave the way for a secure and accessible space domain. My good friend, Jondavid DuVall, is doing an outstanding job of bringing attention to the subject of space logistics. But I encourage all of us in the #logistics community to learn and think more about the criticality of this mission. It doesn't matter what military service or career field you're in...keeping our space operations "fully mission capable" through a robust space logistics capability is essential to the mission, our Nation, our partners and our allies.

    SUSTAINMENT PROFESSIONALS! This short article (https://bit.ly/3zWKUG2) will take only one minute to read, but will give you a valuable, high-level overview on, arguably, the most important and impactful initiative taking place across our entire United States Department of Defense #logistics community. I urge you to read it! The development and implementation of a regional sustainment capability is a significant and critical step forward in being able to support and sustain operations in theaters around the world. It will not only vastly improve our readiness, but will also strengthen our relationships with our allies and partners and improve collaboration with the defense industrial base. It is a brilliant and much-needed capacity that will truly make a difference in how we operate. This initiative, first publicly unveiled at the 2023 DoD Maintenance Symposium, is being worked with great effort and enthusiasm. Government and industry leaders in the U.S., as well as our allies and partners, are working closely together to bring this capability to fruition. It is not a simple or inexpensive concept that can quickly be brought to life, but it is much-needed and will greatly contribute to combatting the threats to preserving our freedoms and way of life. It is an exciting and consequential time to serve in the #logistics community, and I've never been more proud to be a Loggie!
