About us
The Navy SBIR Transition Program (Navy STP) supports the successful transition of Navy SBIR/STTR-funded technologies into military acquisition programs, commercial markets, or both. Now in its 25th year, the Navy STP serves as a platform for connecting SBIR/STTR-funded technologies with warfighters, government acquisition and technical personnel, prime contractors, system integrators, and other potential partners and collaborators. This DoN SBIR Program initiative takes a holistic approach to assisting participating small businesses in transitioning their innovative technologies that address the specific needs of the U.S. Navy. Through business mentoring, one-on-one coaching, marketing strategy development, marketing material creation, networking events, and promotional activities, the program provides comprehensive support to help small businesses navigate the complex transition process. Funded by the DoN SBIR Program, all small businesses with active Navy-funded Phase II SBIR/STTR awards are eligible to participate in the program during the first or second year of their Phase II development and demonstration work. Navy STP participating small businesses achieve a 68 percent greater likelihood of transitioning their technology than those that do not participate.

NAVSEA invites small businesses to submit a one-page submission per problem statement, detailing how their capabilities align with the problem statement. Hepburn and Sons, LLC, Manassas, VA. Title: Ground Fault Detection System Microwave Drivers, Topic #N21A-T005. Overview: Existing ground fault detection systems detect and locate single line to ground faults on a given phase, but a second ground fault on a separate phase causes a line-to-line fault which trips breakers and removes power from downstream loads. Quickly resolving an initial single ground fault can mitigate the risk of loss of power to equipment. The team proposes a noise pattern analysis approach which utilizes machine learning techniques and yields the benefit of passive localization. This noise pattern analysis-based fault localization does not necessarily require signal injection, but passively monitors a naturally occurring ringing circuit which is altered by a given fault case location.
