Our State and Local Innovation (SLI) project released today a set of toolkits highlighting four key tenant protections: just cause eviction laws, rent stabilization policies, code enforcement procedures and habitability standards, and measures limiting rental junk fees. Today we released Out of Reach 2024: The High Cost of Housing. Published annually, the Out of Reach report highlights the gulf between the wages people earn and the price of modest rental housing in every state, county, and metropolitan area in the U.S. This year’s report shows that despite rising wages, cooling inflation, and low unemployment, low-wage workers and other renters with low incomes continue to struggle with the cost of rent. Given the inadequate housing safety net and increasingly unaffordable rents, it is no surprise that homelessness is on the rise. Addressing these challenges requires long-term federal investments in affordable housing and the Housing First model for ending homelessness. Today Along with Key Partners Release a National Tenants Bill of Rights! The National Low Income Housing Coalition, National Housing Law Project, and Tenant Union Federation released a comprehensive National Tenants Bill of Rights to shift the balance of power between tenants and landlords, redress long-standing racial and social inequities, and advance housing justice. More than ever, bold action is needed to create clear, strong, and enforceable renter protections at the local, state, and national level. Rents are sky high, eviction filings are up, and homelessness has increased to its highest level on record. The power imbalance between renters and landlords continues to fuel racial and social inequities and put renters at greater risk of housing instability, eviction, harassment, and homelessness. The National Tenants Bill of Rights builds on the success of tenant leaders and advocates nationwide who have won nearly 300 local and state renter protections in the past few years, as well as the historic and effective leadership of national tenant organizations, such as the National Alliance of HUD Tenants. It was written with direct input from tenant leaders and people with lived experience, including NLIHC’s Tenant Collective and Tenant Talk Live participants, and NLIHC’s ERASE and State and Local Tenant Protection working groups. Get Involved with NLIHC’s Our Homes, Our Votes 2024 Campaign! NLIHC’s Our Homes, Our Votes campaign is a nonpartisan initiative to boost voter turnout among low-income people and elevate housing as an election issue. Because low-income renters disproportionately face barriers to voting, including deliberate voter suppression tactics that target communities of color, low-income renters are significantly less likely to cast their ballots than high-income homeowners. When low-income renters are underrepresented in the democratic process, elected officials are less likely to enact policies that serve their communities. Our Homes, Our Votes strives to close this voter turnout gap and build the political will for housing justice. Now Available! NLIHC and PAHRC Report on FEMA’s National Risk Index and Racial Equity for Renters Last week, our organization along with the Public and Affordable Housing Research Corporation (PAHRC) released a joint report assessing whether the Federal Emergency Management Agency’s (FEMA) National Risk Index (NRI) reflects known disparities in natural hazard risk for renters of color. The report, The National Risk Index and Racial Equity for Renters, concludes that the NRI may insufficiently capture racial and ethnic disparities in risk within states for renters, particularly for Black and Hispanic households. For this reason, the report urges caution in use of the index when allocating mitigation and recovery planning resources for renters. Based in the DC area, the policy coordinator/analyst will lead NLIHC’s work related to supporting the construction and preservation of deeply affordable housing, including expanding and strengthening the national Housing Trust Fund (HTF), expanding and reforming the Low-Income Housing Tax Credit (LIHTC), preserving public housing, and other policies to increase the supply of affordable homes.
