NAFOA was founded over 40 years ago as the Native American Finance Officers Association to highlight the role of tribal finance in fostering economic opportunities. Over the last four decades, NAFOA has grown along with tribes to be advocates of sound economic and fiscal policy and developers of innovative training programs in financial management to build the skills of the next generation.

    Chairman Rodney Butler accompanied select delegates from Indian Country last week for President Biden’s historic apology of the Indian Boarding School era and negative impacts of Federal policies on Native Communities. “It was the honor of a lifetime to be invited by President Biden to join him personally for this historic moment,” Chairman Butler said. “His administration’s commitment to Indian Country is truly unprecedented, and his respect for our sovereignty has been unwavering throughout his career. The President’s apology is a necessary step toward healing the deep wounds left by a dark chapter in our nation’s history and signals a shared commitment to truth and reconciliation.”  Chairman Butler emphasized that, while President Biden’s apology is a significant milestone, sustained efforts to address past injustices are essential. He highlighted the need for lasting investments in Native education, healthcare, cultural revitalization, mental health services, and economic development to support Indian Country’s ongoing journey toward healing and resilience. He also reiterated the Mashantucket Pequot Tribal Nation’s continued support for justice for those impacted by the federal boarding school policies.

    I heard President Biden’s apology today for the federal Indian boarding school era and the forced removal of Native children from their families and communities. This apology was moving, and it’s hopefully the first step in a series of actions aimed at healing this painful past. Economic reconciliation is a part of Canada’s reckoning for its boarding school past. I noticed that the largest banks in Canada all had Indigenous banking teams when I was in Toronto last week. When I asked why, I was told it was a response to the Truth and Reconciliation Commission’s Call to Action #92. This action called on corporate Canada to adopt policies that have led to more engagement between the finance and indigenous communities there. How do we start that conversation here in the US? As Interior Secretary Haaland announced today, I’m also excited that the Smithsonian National Museum of American History will help tell this important story. I’ve been on the museum’s board for the last 2 years, and I’m excited to see what types of projects will come out of this collaboration with the U.S. Department of the Interior.

    President Biden is set to issue an apology on Friday afternoon for the federal government’s role in the Native American boarding school system, a step toward accountability and healing for generations of Native families. NAFOA President and Chairman of the Mashantucket Pequot Tribal Nation, Rodney Butler, joins other Native leaders today in Arizona as the President prepares to address this painful chapter in our shared history.

    More Tribal small business funding! Today Deputy Secretary Wally Adeyemo announced that the U.S. Department of the Treasury has officially awarded $523 million to 235 Tribal Nations through the Small Business Credit Initiative. This historic funding has a $5 billion leverage potential and is the largest small business financing investment in Tribal Nations. Today’s announcement includes 16 new Tribal capital awards, including $86 million to the Cherokee Nation for loan participation programs for Native and underserved businesses in rural communities. On today’s press call, Principal Chief Chuck Hoskin Jr. shared that the Cherokee Nation is on track to close its first loan and will be scaling up to deploy this funding to hundreds more. Today’s announcement also recognizes $4 million in Small Business Opportunity Program Technical Assistance awards to Cherokee Nation and The Chickasaw Nation. Chickasaw Governor Bill Anoatubby shared how The Chickasaw Nation has begun implementing its $16 million SSBCI award for collateral support and venture capital programs and intends to use their technical assistance award to support a range of businesses from agriculture to construction. Governor Anoatubby also shared how The Chickasaw Nation is particularly focused on using this money to support small businesses in Ardmore, OK to buttress against the impending lost of 1400 jobs hitting their rural community from a plant closure. As Vice President Kamala Harris commented, these “investments increase access to capital and expand economic opportunity in tribal communities.
