About us
The Local Governance Summer Institute at Stanford University offers City Managers, County Executives, Regional Directors, and Senior Local Government Managers the opportunity to exchange and acquire tools for improving Local Government performance and enhancing prospective analytical capacity to innovate and anticipate societal change. This program will strengthen individual capacities in Public Finance, Negotiating and Strategic Planning skills, while exposing participants to innovative solutions and technological advances supporting the emergence of smarter, more resilient, sustainable, and equitable communities in California and around the world. Stanford University faculty, Silicon Valley visionaries, and highly experienced leaders in the Local Government Management profession challenge participants to consider long-view policy considerations and issues, such as technological advances and the transition to a low carbon economy in local government decision-making, while at the same time addressing current challenges facing our communities. Themes covered have included strategic thinking in problem solving, smart financial management practices, community engagement, ethical practice and negotiations skills, regional energy transition and water management policy challenges, smart transport and urban infrastructure upgrading to enhance economic competitiveness at the local and regional level, and many others.

In July, I had the opportunity to go "back to school" at Stanford University. I loved my college experience - taking classes, attending lectures, problem-solving, working on projects, being at a University, and learning. As a busy working Mom of two small boys, the Local Governance Summer Institute at Stanford gave me the exact right amount of college experience for where I am today. I heard from accomplished professors, students, and local government leaders. I met incredible colleagues. And we all got to spend a week at the Stanford Campus. I'm genuinely grateful to the City of Ontario for supporting my attendance and to Blas L. Pérez Henríquez for putting together such a great program.

The Coaching Component of the 2024 Local Governance Summer Institute at Stanford (LGSI) wrapped up yesterday. Led by Dr. Frank Benest, leader of the ICMA - International City/County Management Association Next Generation initiative and LGSI Coaching Element Lead, the meeting covered the key elements of this year's Coaching Program and thoughts about the role of this component of the upcoming 2025 Local Governance Summer Institute at Stanford. LGSI includes a coaching component where attendees are matched with seasoned local government professionals for two coaching discussions. Past coaches have included current and recently retired city managers, assistant city managers and department heads and county executives and department leaders. The two coaching discussions, which are scheduled by the attendee and the assigned coach occur before and after LGSI, could focus on career development, challenging work issues or other topics chosen by the attendee. All coaches attend a training session conducted by Dr. Frank Benest, leader of the ICMA Next Generation initiative, who also provides all attendees a virtual orientation to coaching prior to the start of LGSI. The Doña Ana Board of County Commissioners has announced the selection of Scott Andrews, Ed.D. for the position of County Manager. Upon accepting the offer, Andrews would join Doña Ana County after serving as Assistant City Manager of Bakersfield, California. He has more than 21 years of experience in various roles in the public sector including Human Resources, Finance, Parks & Recreation, Information Technology Services, Economic Development, Community Relations, and Risk Management. Mr. Andrews has a Bachelor of Science in Business from the University of South Florida/Univ. of Phoenix, a Master of Public Administration from Strayer University and a Doctor of Education from Argosy University. The selection is contingent upon successful contract negotiations. Once the Board of County Commissioners has received the final contract, a formal vote will be held on Monday, August 19 at 12:15 p.m. to confirm the appointment. #DACbocc #CountyManager
