Federal action to relieve crushing #studentdebt remains elusive, but we at JFF applaud legislative moves in New York, Massachusetts, and Illinois that aim to de-risk pursuing postsecondary education and training and ensure #NoDeadEnds for learners. Our traditional approaches to financing education lay all the burdens, risks, and opportunity costs on learners. Student loan debt reached a record high of $1.77 trillion in early 2023. While the Biden administration has implemented a new income-driven repayment plan and forgiven $153 billion in student loans, the root of the problem—education affordability—hasn’t been addressed. Student debt in the United States still creates a drag on the economy and the livelihoods of borrowers as many struggle to make their monthly debt payments. Facing these financial realities, millions of people must make impossible choices about their life goals and learning and work plans. We need bold #policy action to eliminate these dead ends. Three states have proposed innovative funding approaches that mitigate the burdens on learners and that ensure education providers have a stake in student outcomes: 1️⃣ In #NewYork, recently introduced bills S9376 and A10225 would create the Good Jobs Guarantee Program. Through this outcome-based funding approach, learners would only be required to make repayments if they secure a job paying family-sustaining wages after completing their training. 2️⃣ #Massachusetts legislators introduced bills S628 and H1023 this legislative session to create matched savings accounts for residents. Participants would be able to use these accounts to save for approved goals related to economic mobility, such as postsecondary education and training. In these accounts, state funds will match funds for every dollar deposited by participants up to a limit. 3️⃣ In #Illinois, legislative efforts are being made to improve protections for those using income share agreements (ISAs) to finance their education. HB1519 places certain requirements on ISA providers and the terms of the ISAs they offer, aimed at safeguarding borrowers and ensuring repayment affordability. JFF supports legislative efforts to helps today's workers and learners access affordable, worthwhile education. This is an integral part of JFF’s No Dead Ends campaign, which envisions a unified #workforce and #education system where there are no limits on the aspirations of learners and workers and no harmful risks when pursuing education and training. In today's workforce ecosystem, client-facing employees in nonprofit workforce development organizations work tirelessly to help jobseekers access quality jobs. BUT! They often lack quality jobs themselves, facing high caseloads, long hours, and frequent burnout and turnover.
