Over the course of 2023 and 2024, arXiv collaborated with Invest in Open Infrastructure on an intensive 14-month project to support arXiv leadership and governance with a focus on strategic planning and building toward operational excellence. IOI has been working on synthesizing the background literature and existing research on “Reasonable Costs” of public access to scholarly publications. This paper explores the historical developments that have shaped the current landscape, the key financial (cost and payment) stakeholders in the system, and the models and approaches that have developed in the continued shift to public and open access. This paper will draw from the response of the research community to the Nelson Memo, issued by the United States White House Office of Science and Technology Policy in 2022, particularly the directive that “federal agencies should allow researchers to include reasonable publication costs and costs associated with submission, curation, management of data, and special handling instructions as allowable expenses in all research budgets.” This paper works to establish a foundation of current research into the costs and prices to make scholarly publications publicly accessible. This work is a companion to the February 2024 report The Cost and Price of Public Access to Research Data: A Synthesis. “The Emperor’s New Clothes” — in her keynote address at the HathiTrust Member Meeting last week, Katherine Skinner, IOI’s Director of Programs, tackles some of the illusions holding back the strategic, coordinated, and informed adoption of and investment in open infrastructure. She challenges us to reconsider assumptions around funding scarcity and sustainability, and the role of collective action in creating healthy, resilient, and inclusive infrastructure for research and scholarship. As Katherine puts it, it’s time we really question these illusions, in order to build mechanisms to guide our co-investment and collaboration towards a more resilient future for open infrastructure.
