HFS’ Division of Child Support Services announced today that a key Child Support passthrough payment rule change took effect this month, making Illinois the first state in the nation to unconditionally ensure all families receive 100% of the child support collected for the care of the child or children. All families who currently receive or formerly received Temporary Assistance for Needy Families (TANF) will benefit from this change. Acting HFS Director Lizzy Whitehorn said, “This change will bring about fairness for more Illinois families that receive child support services, and it strongly aligns with the Department’s mission to help families fulfill their child support obligations and improve their financial wellbeing. The Center for Better Aging, one of HFS’ Healthcare Transformation Collaboratives, is dedicated to providing an array of critical healthcare services and support to older adults on the South Side of Chicago, with a goal of improving health outcomes and improving equitable healthcare access. HFS and the Illinois Department of Insurance are announcing a Notice for Funding for the Get Covered Illinois Navigator Grant Program Plan Year 2025. This $6.5 million initiative will create a statewide Illinois Navigator program as Illinois transitions to a state-based marketplace for health insurance. HFS Acting Director Lizzy Whitehorn says, “This funding will help ensure that we have the necessary assistance in place to help Illinoisans connect to health care coverage as we work toward the launch of Illinois' state-based marketplace.” Applications are due by July 5, 2024. HFS and the Illinois Capital Development Board (CDB) have announced the Healthcare Transformation Capital Investment Grant Program. With an unprecedented total of $200 million in funding available, this grant program is designed to address some of the infrastructure needs of the projects funded through the HFS’ Healthcare Transformation Collaboratives program. Healthcare providers and community organizations that have partnered to help Illinoisans access quality healthcare in the communities they serve are encouraged to apply. However, participating in a Healthcare Transformation Collaborative is not a prerequisite for applying for these capital funds. Any healthcare provider in Illinois, including hospitals licensed under the Hospital Licensing Act, that is enrolled as an eligible medical provider with HFS, may be eligible to receive a Capital Program grant.
