European Space Agency - ESA funding is available for Feasibility Studies to investigate opportunities for innovative and sustainable space-enabled solutions to support the safeguarding of children and young people across the globe. The main focus areas for this study are the identification of missing children, and protection of migrant children. It is likely that the proposed activities will make use of multiple space technologies and/or data alongside complementary sources of information such as digital and ground-derived data. This opportunity is supported by the International Centre for Missing & Exploited Children (ICMEC), which has provided use cases and will support resultant activities by providing user requirements and recommendations. 🎙️ Understanding the UK's stance on AI-generated CSAM 🇬🇧 🤖 Earlier this September, Anna Meyniel and I organised a roundtable on the intersection of generative AI and child sexual abuse material in the #UK. AI is increasingly used to abuse children online, whether it is in sextortion and grooming scenarios, to create new images with known children's likeness, or to further exploit children whose images of abuse are already online. But AI is can also be used for positive ends, including by children themselves, and to support police investigations. 💡 Thanks to incredible speakers, we got a better idea of these different ways in which AI can be used for good - and bad - purposes. After opening remarks from Anna Meyniel, the Embassy of the United States of America, London, and Michael Tunks for Ofcom, with a focus on the UK's legislative efforts to counter online abuse, we learnt more about the Internet Watch Foundation (IWF)'s second report on generative AI used to produce CSAM. Then, the Acting Head of the Threat and Online Technologies Team, Child Sexual Abuse: Threat Leadership Command at the National Crime Agency (NCA) talked about the impact of generative AI on child abuse crimes and law enforcement investigations. The last expert presentation from Will Gardner OBE shared for Childnet International the view of children and young people on their use of generative AI, as well as their needs for understanding and advice from adults. Finally, and after an active Q&A session, I proposed some recommendations in my closing remarks, to policy makers, the industry, and parents and carers. 📝 The roundtable and discussions that followed were very rich in action points, and the International Centre for Missing & Exploited Children is working on an advocacy document to further the impact of the event. 🙏 Thank you again to the speakers for sharing their time and expertise, and to our funder, the U.S. Department of State, Office to Monitor and Combat Trafficking in Persons, for supporting this project. #Childsafety #OnlineSafety #CapacityBuilding

On September 19, members from IJM’s Center to End OSEC participated in ARCCO PHIL’s Forum, a forum for non-banking financial institutions that “discuss[es] regulations, advocates for improvements, and liaises with regulatory bodies.” Atty. Ralph Catedral and Christine Belle Torres-Urrea presented on the problem of OSEC in the Philippines, the findings of IJM’s Scale of Harm Study, and recommendations for the payments sector to better detect, report, and prevent OSEC transactions on their payment platforms. Atty. Lawrence Aritao moderated a panel of experts, including Atty. Jewel Dela Cruz of International Centre for Missing & Exploited Children, Eric Favila of AMLakas Corporation, Michael Arthur Obaldo of Maya. The panelists discussed how money service businesses can build systems to detect OSEC and collaborate with law enforcement and financial regulators. They urged the use of information in their possession to build out these detection systems and take concrete steps to address OSEC transactions on their platforms.

Key Insights from Our Experts: ➡️ Pilar Ramírez, Vice President of Capacity Building, discussed how ICMEC’s multi-sectoral approach is essential for addressing child exploitation, sharing how tailored capacity assessments guide countries in implementing the MNR effectively. ➡️ Rizki Inderawansyah, Country Director (Indonesia), highlighted Indonesia’s efforts in strengthening its criminal justice sector, establishing specialized units, and addressing legislative gaps to protect children online. ➡️ Athena Morgan, Africa Regional Project Manager (Africa), shared Kenya’s approach to bridging gaps in victim support and awareness, emphasizing the importance of local partnerships and community involvement. ➡️ Irina Năstase, National Program Manager (Romania), spoke on enhancing law enforcement capabilities and improving hotline responses, focusing on victim support and inter-agency coordination. ➡️ Byron Velásquez, National Manager (Guatemala), discussed legislative reforms aimed at protecting children, along with the ongoing challenges in governance and resource allocation. The MNR framework provides a structured, adaptable approach that countries can tailor to their unique contexts. Based on a groundbreaking European Delphi study, this webinar will explore efforts to achieve a unified definition of child maltreatment to enhance measurement and surveillance across Europe. The study involved a multidisciplinary expert panel of 70 professionals from 34 countries, who engaged in three rounds of surveys to reach consensus on 26 out of 31 key statements. The result is a comprehensive definition of child maltreatment as a sub-type of violence against children, encompassing neglect and physical, sexual and psychological maltreatment that causes harm or has the potential to cause harm by individuals who are in a position of power over the child. Notably, the study addresses the crucial aspects of neglect and psychological maltreatment, offering clarity on their sub-types and characteristics.
