    📣ECA Opinion OUT NOW: European Defence Industry Programme The Council of the European Union can ask the European Court of Auditors for it’s opinion on a proposal of the European Commission as a part of the legislative process. On 5 March 2024, the Commission published its proposal for a regulation establishing the European Defence Industry Programme and a framework of measures to ensure the timely availability and supply of defence products. The ECA’s Opinion published today, contains suggestions on clarifying certain parts of the proposal that may have an impact on the financial management of EU funds. The auditors call for a more robust design of the EDIP and highlight the risk that the proposed financial envelope of €1.5 billion along with the 2-year implementation period is not commensurate with the Programme ambitions. They also stress the importance of defining milestones and targets to reflect the achievements that can realistically be expected by the end of 2027. Finally, they suggest complementing the current defence industrial strategy by means of a long-term funding strategy for the EDTIB under the EU’s next multi-year budget.     📣Special Report OUT NOW: EU support for health systems in partner countries 📗 The EU’s support for health in partner countries contributes to the EU’s main development-policy goal of reducing – and, ultimately, eradicating – extreme poverty, which can be both a cause and a consequence of insufficient health coverage. This support totalled over €3 billion in each of the two previous programming periods (2007-2013 and 2014-2020), and over €2 billion at the beginning of 2024 for the current period (2021-2027). Whilst Bilateral assistance to partner countries has decreased over time, support through global health initiatives has increased substantially, also due to the COVID-19 response. In their report published today, EU auditors analysed the method for allocating EU aid to partner countries and found there are shortcomings. For example, they identified that poor analysis of needs and inadequate coordination at district level sometimes resulted in empty shelves in clinics, or equipment being underused because intervention was duplicated. In some cases, despite multi-donor investment, medicines and vaccines were available only in small quantities, and essential items were out of stock for several months.   • 📣 Special Report OUT NOW: Common Agricultural Policy strategic plans 📗 In a report published today, EU auditors found that there is a noticeable gap between the EU’s environmental and climate targets and the agricultural plans drawn up by EU countries. The common agricultural policy (CAP) is a key European Union policy area, making up 31 % of the 2021-2027 EU budget and comprising more than €378 Billion. It builds on plans defined by each member state. The CAP is composed of two funds: the European Agricultural Guarantee Fund (EAGF) and the European Agricultural Fund for Rural Development (EAFRD). Although the 2023-2027 CAP included requirements to allocate a minimum percentage of funds to environmental and climate measures, auditors found that national plans were not substantially greener than in the previous period. This was further exacerbated by the relaxation of some requirements following the May 2024 farmer's protest. The auditors also found that the CAP plans are not well aligned with the Green Deal as the rules do not require member states to include estimated CAP contributions towards Green Deal targets in their agricultural plans.
