Although specific federal and state statutes protect threatened and endangered species, CEQA Guidelines Section 15380(b) provides that a species not listed on the federal or state list of protected species may be considered rare or endangered if the species can be shown to meet certain criteria. Most people don't understand what a wetland is. Many developers don’t realize that wetlands can be present on their property—even when they’re not visible for months out of the year. I recently sat down with senior biologist Stephen Stringer. We had a good conversation on how projects can be disrupted when a wetland delineation reveals critical environmental factors that weren't initially considered. Especially in places like California, where wetlands are seasonal, what looks like dry land in the summer may actually be a protected resource.
