Franklin is a unique blend of history and progress. Since our beginning in 1799, we have grown from a tiny, agricultural community into a strong blend of residential, commercial and corporate citizens. There is much to see and do in Franklin, from a Civil War battlefield, to a host of museums and mansions, to our thriving downtown shopping area and the Cool Springs Galleria. Just a few miles from town is the Natchez Trace Parkway, and if you like antiques, Franklin has some of the best shops in Tennessee. Downtown Franklin, comprised of a beautiful 15 block historic district, offers true Southern hospitality with a great American Main Street and 200 years of rich history. Visitors will find commemorative brick sidewalks, beautiful landscaping, lovely Victorian architecture, and stunning renovated historic buildings – all located in the heart of Franklin. Downtown Franklin offers elegant shopping, restaurants, antique shops, a variety of clothing stores, art galleries, professional services, and more. The City of Franklin is governed by a Board of Mayor and Aldermen (BOMA). This governing board is responsible for deciding the city's policies and procedures by passing Resolutions, Municipal Ordinances and the Municipal Code. The City Administrator is appointed by the BOMA. The Administrator carries out approved policies, makes recommendations to BOMA, and provides administrative leadership to the City’s 700+ employees. Franklin has received an AAA rating from Moody's as well as Standard and Poor's rating services for several consecutive years. The City of Franklin is a progressive community, as well as a great place to live and work. There are tremendous opportunities to establish a career with the City's municipal government.   • Today we recognized Jolean Cirullo and Tabitha Byram for being our Employees of the Quarter! The Employee of the Quarter Award is earned by being nominated by your peers and judged by a panel of previous winners. Those selected have truly earned the recognition that is given! Jolean Cirullo - Equipment Operator II Jolean has been with us for over six years! She demonstrates exemplary customer service to our residents and consistently displays her incredible work ethic. Her initiative is highly valued as she services special requests for move-in/move-out residents, ensures her route is completed immediately without delay, keeps her assigned equipment properly maintained, and vehicle defects addressed to prevent downtime and eliminate safety hazards! Tabitha Byram - Billing & Licensing Manager Tabitha has been with the City of Franklin for 14 years! She leads her team by example with a viewpoint that "going above and beyond" should be the standard mode of operation when it comes to our residents. Not only does she deliver top-notch customer service, but she's also the go-to person when others need to collaborate or research an issue. Tabitha was integral in launching the online account portal, which now has over 18,000 accounts, allowing citizens to view their usage and bills electronically.   • We are excited to announce the transformation of Revenue Management into the new Billing and Licensing Department! Yesterday, we celebrated this milestone with a special ribbon-cutting ceremony at City Hall.   • Firefighter Geoff Manfre will retire next week after 26 years with the Franklin Fire Department and a total of 31 years in the fire service. Manfre, originally from Alameda, CA, discovered his passion for adventure and service through his involvement with the Boy Scouts of America, beginning at the age of six. After high school, he continued his involvement with the Scouts, volunteering and serving as Aquatics Director at BSA’s Camp Cedarbrook in California. When a friend moved to Middle Tennessee, Manfre followed and joined the Franklin Fire Department in 1998. Throughout his career, he primarily served on A-shift at Station 4 in Fieldstone Farms and Station 5 in the Polk Place subdivision. An EMT, he was also a member of the department's Special Operations Team for many years. Manfre has been a vital part of the FFD's member recognition and community engagement efforts. He served on the Awards Committee, acknowledging the hard work and achievements of his colleagues. He also played a key role in expanding the FFD's public outreach, helping to establish and coordinate several long-lasting programs. One notable initiative is the Franklin Fire Department’s Family Safety House, an interactive educational trailer that has been used to teach children fire safety and survival skills in schools since 2005. Manfre was on the design and specifications and curriculum development team. He also helped establish the Fire Explorer program, giving young people ages 14-19 hands-on training and career development opportunities in firefighting. As a merit badge counselor with 40 years of Scouting experience, he led the FFD’s Scouting program, assisting countless Boy Scouts and Girl Scouts in earning Fire Safety, First Aid, Emergency Preparedness, Safety, and Search and Rescue Merit Badges. Manfre earned several awards, including a Meritorious Service Award in 2013 for rescuing a person trapped beneath a vehicle after it crashed into a building. In 2006, he earned a Unit Citation for Valorous Conduct Award as part of a team whose efforts led to an aggravated arson conviction. He also received two Phoenix Awards, in 2008 and 2023, for the successful resuscitation of cardiac arrest patients who fully recovered. Fire Chief Glenn Johnson said, "Firefighter Manfre's care for his fellow members and young people is evident. He has made significant contributions to our member recognition program and youth development and safety. These are through both his leadership roles in our organization and his volunteer efforts. His commitment to fostering positive influences and shaping future generations has greatly benefited our community and department. We are grateful for his dedication and service and wish him all the best in his retirement." The community is invited to celebrate his career on Tuesday, July 30th, at 3:30 PM at Franklin Fire Station 4, 2039 Fieldstone Parkway. Thank you for your service to our community!
