    📢 Final Lead and Copper Rule Improvements (LCRI) have been released 📢 The U.S. EPA released the highly anticipated final LCRI pre-publication version on October 8, 2024. Read the final rule here: https://bit.ly/3BHoVEg Here is the LCRI timeline as our experts understand it: 💧 Initial inventory due October 16, 2024 and notifications due 30 days thereafter to LSL, GRR and unknown service lines (unchanged from the Lead and Copper Rule Revisions). 💧 Baseline inventory and LSL Replacement Plan due on compliance date (likely sometime in October 2027). 💧 First “program year” is expected to be October 2027 – December 31, 2028. First updated inventory and update replacement plan is due January 30, 2029, then annually thereafter on January 30th until a system can demonstrate no LSLs, GRRs or unknown service lines. 💧 Validation pool requirements by December 31, 2034. 💧 Unless a system qualifies for an extended replacement timeframe, all LSLs and GRRs under the control of the water system replaced by December 31, 2037. All unknowns identified by December 31, 2037.     📢 EPA Releases Final LCRI 💧 The U.S. EPA released the highly anticipated final Lead and Copper Rule Improvements (LCRI) pre-publication version on October 8, 2024. Read the final rule here: https://bit.ly/3BHoVEg For most systems, the LCRI has not changed significantly from the proposed version released on December 6, 2023. Here are a few substantial changes our experts identified since the proposed LCRI based on initial review of the pre-publication LCRI version: 💧 Large systems (those with over 100,000 LSLs) will have less time than the proposed LCRI to replace all lead service lines. 💧 Systems that find a lead-lined galvanized pipe need to identify special measures in the lead service line replacement plan and categorize lead-lined galvanized services as lead. 💧 Lead service line replacement plans must be updated and submitted to the state on an annual basis. 💧 The validation pool changed to include requiring services based on utility records to be validated. The only services that are now excluded from the validation pool are those built after the lead ban, those with two points of visual inspection, and those that have a replacement record. The final LCRI does allow for potential waivers to the validation pool requirements. 💧 Tap sample results need to be provided to customers within 3 business days, rather than 3 calendar days, and can now be provided electronically without a paper mail follow-up. Results can also be provided via a phone call or voice message within 3 days and then a follow-up written notification within 30 days. 💧 Disturbance notifications need to be provided to the residents served by the service at the time of the disturbance (unchanged from proposed LCRI). Property owners that do not live at the property (e.g., landlords) must also be notified within 30 days of the disturbance (changed from the proposed LCRI). 💧 Gooseneck definition changed to 3-feet in length, rather than 2-feet, and connector categories required in baseline inventory were updated to be more practical. 💧 No inventory updates required until the baseline inventory in 2027 after the initial inventory due next week, October 16, 2024. 💧 Most compliance reporting will now be required by January 30th of the following year, as opposed to July 1st as has been the current practice. Stay tuned for more information. We are currently reviewing the final LCRI and are planning a webinar for January 2025 to discuss where to shift your focus next for compliance. This innovative system enhances water quality by utilizing natural filtration processes, ensuring clean and reliable drinking water. With a total project cost of $33.8 million, it represents the most significant waterworks project in New Hampshire in several decades, prioritizing advanced water treatment technology. 🌟 Congratulations to everyone involved in this project!
