According to a new "Zoning Practice" study written by Anika Singh Lemar - the American Planning Association's digital publication that analyzes trends and spotlights innovation in local land use and development regulation - "discretionary land use approvals make it challenging for planners and local officials to advance broader policy priorities, such as expanding housing supply." They're findings suggest that the answer "may not be more participation but, rather, better participation."
