    FOUR REASONS TO NOT SUBMIT A PROPOSAL IN RESPONSE TO A GOVERNMENT RFP There are signs that help you can avoid making bad bid decisions. What I consider the top four are discussed here. If you should find yourself in any of these situations without a reasonable mitigation plan, my advice is to no-bid. These four reasons are: The customer has never heard of you: You need to develop a relationship with customer. Regular customer meetings are opportunities to share your company’s capabilities, past performance, and success stories. It's a chance discuss solutions that may solve potential problems the customer has. These frequent customer interactions demonstrate your desire to work with them. Listen to their issues, understand their problems, and ask questions to show your priority is whatever is important to them. You have no knowledge of this bid opportunity: A plan to win a specific procurement requires more time and effort than surfing the Internet looking for RFPs to bid on. You need detailed information, which includes why the customer is releasing the RFP, their hot buttons, any preferred solutions, and when they need a solution implemented. This competitive information aids in developing ghosting opportunities, discriminators, and a price-to-win strategy. If no detailed, competitive information is available, the inevitable result is a submission filled with vague statements, unsubstantiated claims, and marketing fluff. You will have pages of words that say nothing, giving the customer no concrete idea of your offer and no reason to choose you. You offer no credible past performance or corporate experience: Without any relevant corporate experience and past performance, there is no frame of reference to enable submission of a responsive, compliant, and compelling proposal that is priced to win. A lack of knowledge regarding the scope of work requirements will hinder any realistic development of a technical or management solution. You can't staff the program: Virtually all RFPs have requirements for key personnel—staff members who must be part of the proposed solution. There is a way to avoid having to no-bid an opportunity because of an inability to offer the required key personnel. Ask the customer during your customer interactions (remember those?). Having a relationship with the customer well before the release of an RFP allows you to gather critical information regarding their planned requirements for key personnel. You'll have an opportunity to potentially impact the RFP by influencing the customer to include key personnel requirements your current staff qualify for. If you don’t already have certain qualified employees on staff, you have time to search for candidates who do meet the requirements.
