Yes this is true, from my past experiences this approach has been very effective. Often times the questioner perceives that you are not bias and that you are more concerned about a solution. After listening to the hostile complaint I would say “Thank you for bringing this matter to my attention, It is my reasonable service to help you through this situation”.
