I think the best way to handle this is to have a personal conversation with that individual and let him/he know how disturbing are his continuous interruptions are during the meeting. This way he/she will come to know about this behaviour and how it is affecting the others. I wont recommend confronting it in front of everyone, as it may affect person's ego and thus your relationship with him/her.

I think this depends somewhat on the nature of the relationship with the colleague. If you have good rapport with this colleague and the others in the meeting you could in the moment point out that they are interrupting a lot and inquire into why this is the case. People often interrupt when there is something deeper going on for them, for example, they have been feeling like their contributions aren't being respected or that the are frustrated with the contributions of others. Ideally these hidden dynamics can be surfaced and worked through. Most of the time this is not realistic though due to lack of psychological safety. These hidden dynamics can more realistically be surfaced in a 1 on 1 conversation where there is more safety.

After you've adressed why the person is interrupting, then you go ahead and set the ground rules. You can say something like: "Hey Layla, it's great that you have ideas and/or questions, we appreciate your interest, however for the better flow of the meeting I'd appreciate it if you can take notes of your ideas and questions and later on we'll adress them".

After I understand the need for the interruption, it would be best for me to set ground rules like waiting for an individual to complete their presentations or statements, before voicing one's opinions or points, or privately voicing opinions post meetings.

When a team member is constantly interrupting a reflex action is to take it offline or give feedback. However that always does not solve the situation as the interruption could be valid or it may not address the real issue at hand. Therefore a way to mitigate the interruption challenge and yet listen in actively is to ask the team member to keep taking notes, put all their thoughts and then give them a few minutes of slot to voice their consolidated thoughts. Everything being said also be cognizant that hope the constant interruption isn't happening because you as the leader is sabotaging conversations and a team member is only trying to make their voices heard

The key is to be patient and to maintain a listening attitude. On many occasions, the need to intervene means that we do not listen to the arguments put forward by the speaker, and interventions are made that do not make sense or have no place. So my best advice is to be patient, listen, reflect and intervene to enrich the dialogue.
